In 2025, Hue City recorded remarkable achievements, with its PII ranking rising to the national Top 5 and being recognized among the Top 10 exemplary localities for developing an innovative startup ecosystem, laying a strong foundation for the 2026-2030 period. Previously, Hue was highly regarded by the Ministry of Science and Technology, experts, and startup organizations; notably, Thua Thien Hue Province (Now Hue City) was one of only three localities nationwide certified by the National Startup Program as an “Outstanding Contributor to the Startup Ecosystem in 2021”, as well as being named an “Attractive City for Innovative Startups” by VINASA in 2022.
These achievements stem from early, well-designed policies and action plans that are practical, closely aligned with the Government’s Project 844, and responsive to local realities. As a result, support for the innovative startup ecosystem has seen positive momentum, spreading across departments, agencies, local authorities, mass organizations, as well as businesses and individuals. Organizations, collaboratives, and businesses have also been effectively connected to jointly implement a wide range of startup support activities, strongly fostering startup spirit in the locality…
For the 2026-2030 period, Hue City will continue to identify science and technology, innovation, and innovative startups as key drivers of economic growth, productivity, quality, and competitiveness. These efforts will support the goal of positioning Hue as a major national hub for science and technology, culture, tourism, and specialized healthcare.
The city will pursue the development of an innovative startup ecosystem in a coordinated and sustainable manner, aligned with its unique strengths, while prioritizing improvements in PII sub-indicators, particularly those where Hue still faces limitations.
Speaking at the workshop, Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, emphasized that Hue’s Top 5 ranking in the PII and its second place nationwide in digital transformation reflect the collective efforts of all sectors, levels of government, localities, and the business community. Looking ahead, to maintain and further improve these standings, the city will continue to roll out a coordinated set of key solutions to enhance the PII and accelerate the development of the innovative startup ecosystem.
To further improve the PII, the city will strengthen responsibility across sectors and localities, linking PII outcomes to the assessment of governance and management performance of agencies, units, and their leaders. Moreover, the city will continue to refine institutional frameworks and policies for science and technology, innovation, and digital transformation; develop high-quality science and technology human resources; expand the science and technology market and intellectual property assets; and accelerate the commercialization of research outcomes.

| Awarding Certificates of Merit from the Chairman of Hue City People’s Committee to outstanding collectives and individuals for their significant contributions to innovation and startup development |
To accelerate the development of the startup ecosystem, the science and technology sector will effectively implement the “Startup Imperial City” project; maintain and enhance the quality of the Hue City Innovative Startup Competition; and step up incubation, training, and investment-linkage activities.
The Director of the Department of Science and Technology also called on localities and units to intensify digital transformation and digital infrastructure development, including high-speed broadband, 5G networks, and shared digital platforms, while supporting businesses in digital transformation and improving the effectiveness of digital government, the digital economy, and digital society.
The city will strengthen linkages among components of the local innovative startup ecosystem, clarifying the roles and responsibilities of the lead coordinating agency and partner institutions. Particular focus will be placed on establishing and developing supporting institutions within the ecosystem to assist startup projects and products, and enhance market connectivity.
At the workshop, Ms. Le My Nga, Chairwoman of WeAngels Capital Venture Fund, shared insights on experience, networking, and the role of venture capital in fostering innovative startups, affirming the fund’s readiness to support Hue-based startups and innovation initiatives. Meanwhile, Mr. Cung Trong Cuong, Director of Hue City Institute for Development Studies, discussed and proposed solutions to further improve the PII and the city’s innovation ecosystem.

| Pressing the button to officially launch the platform supporting Hue City’s Innovative Startup Ecosystem |
As part of the workshop, the Department of Science and Technology pressed the button to launch the platform supporting “Hue City Innovative Startup Ecosystem”, while also outlining a KPI-based approach to implementing science and technology, innovation, and digital transformation. The IOC Center under the Department of Sciences and Technology organized training sessions to transfer the paperless meeting system to agencies, units, and localities, and provided guidance on mastering digitalization technologies on the Hue-S platform in support of commune-level smart urban development.
At the workshop, 9 collectives and 9 individuals were awarded Certificates of Merit by the Chairman of Hue City People’s Committee for their significant contributions to innovation and the development of the city’s innovative startup ecosystem in recent years.
