Regarding unique advantages for Hue to attract strategic investors by positioning its economic zones and industrial parks, according to Vice Chairman Ha Van Tuan, this is done based on four core competitive advantages.
The first is its strategic geographic location and logistics infrastructure. The Chan May–Lang Co Economic Zone serves as a vital maritime gateway along the East–West Economic Corridor, providing convenient connections to regional economic centers and international shipping routes. In particular, Chan May Deep-water Port is capable of accommodating large vessels, facilitating import-export activities and cargo transportation. Together with an expanding expressway network, an international airport, and increasingly modern transport infrastructure, Hue is building an integrated logistics network that helps businesses optimize costs and enhance their competitiveness.
The second advantage lies in the special governance mechanisms afforded by Hue's status as a centrally governed municipality. This provides favorable conditions for greater decentralization and delegation of authority, creating a more business-friendly investment environment. The city is aggressively reforming administrative procedures, implementing a fully integrated online one-stop administrative service system, and significantly reducing the processing time for applications related to land, investment, construction, and environmental matters.
The third strategic advantage is Hue's commitment to green industry and the circular economy. Rather than pursuing investment solely in terms of quantity or rapid growth at any cost, the city prioritizes environmentally friendly, high-tech projects. The development of eco-industrial parks, most notably the VSIP Industrial Park, which is currently under development, will enable businesses to use resources more efficiently, expand renewable energy use, and improve the sustainability of their production processes.
The fourth advantage is the city's high-quality human resources and investor-oriented administration. Hue possesses a strong network of universities, colleges, and vocational training institutions capable of supplying skilled workers for high-tech manufacturing and supporting industries. At the same time, the city's leaders and the Management Board of the Economic and Industrial Zones are committed to the principle that ‘the investor's work is the government's work’.
What are the city's expectations for attracting high-tech, green industrial, and supporting industry projects to the economic and industrial zones in the coming years?
As the global economy increasingly shifts toward green growth, circular economic models, and low-carbon development, Hue has identified quality-driven investment as the only sustainable path forward. The city's objective is not merely to increase the number of projects but, more importantly, to attract investments featuring advanced technology, high added value, environmental sustainability, and strong spillover effects for the local economy.
Hue's industrial development strategy seeks to balance heritage preservation with economic growth. Green transformation has been identified as one of the city's top priorities for achieving breakthroughs during its next stage of development. Recent progress has already demonstrated encouraging signs. A notable example is the Kim Long Motor Hue Automobile Manufacturing and Assembly Complex in the Chan May–Lang Co Economic Zone. Covering approximately 165 hectares with a total investment of US$1 billion, the project is expected not only to become a major driver of Vietnam's automotive industry but also to foster a supporting industrial ecosystem, promote technology transfer, strengthen manufacturing capacity, and create thousands of high-quality jobs.
To anticipate on the trend toward green and high-tech industrial development, Hue is focusing on three key groups of solutions.
The first is to complete planning and develop green and eco-industrial parks. Priority will be given to clean industries, high-tech manufacturing, supporting industries, and sectors generating high added value. The city will encourage businesses to adopt renewable energy, environmentally friendly fuels, and green building standards. At the same time, land will be allocated for expert housing, worker accommodation, and supporting services to create favorable conditions for attracting large-scale investment projects.
Within industrial parks, priority will be given to industries that utilize advanced technologies, recycling systems, and circular production processes. Manufacturing facilities will be required to use energy efficiently, install automated environmental monitoring systems, and connect these systems with regulatory authorities. In the fields of seaports and logistics, the city will prioritize projects utilizing clean fuels, develop green logistics services, and accelerate digital transformation in management and operations.
The second solution is establishing a more rigorous investment project selection framework. Evaluation criteria will focus on technological sophistication, investment scale, economic efficiency, implementation progress, and environmental performance. Through this approach, the city aims to attract investors with proven capabilities, experience, and long-term commitments. Particular priority will be given to high-tech manufacturing projects, modern logistics centers, industrial park infrastructure, and projects meeting internationally recognized green standards.
Project appraisal procedures will also become more stringent, particularly regarding technological assessment. Hue is committed to limiting projects that rely on outdated technologies or pose environmental risks, while encouraging businesses to invest in modern equipment, circular wastewater treatment systems, and cleaner production technologies.
In reality, some industrial parks still face bottlenecks in infrastructure, logistics, and high-quality human resources. How does the city plan to address these challenges?
Objectively speaking, the development of Hue's economic zones and industrial parks has yet to fully match the city's potential and comparative advantages. Large-scale catalyst projects remain limited, foreign direct investment (FDI) is still relatively modest, and although logistics capacity has improved, it has yet to fully meet the demands of the city's next stage of development. Most importantly, the shortage of highly skilled human resources remains one of the greatest challenges to attracting investment and strengthening the competitiveness of industrial parks.
To overcome these bottlenecks, the city will continue to streamline administrative procedures, shorten investment approval timelines, and promptly resolve difficulties arising during project implementation and construction. At the same time, Hue will maximize the mobilization of funding from the central government, official development assistance (ODA), and national target programs to complete essential technical and social infrastructure in its economic and industrial zones.
Alongside infrastructure development, the city will pursue a selective investment strategy by prioritizing high-quality projects that utilize advanced technologies and comply with international environmental standards. Preference will be given to high-tech industries, clean manufacturing, supporting industries, and projects capable of generating high added value, efficiently utilizing resources, transferring technology, training local workers, and making meaningful contributions to the city's budget.
Regarding human resources, Hue will strengthen cooperation between businesses and educational and vocational training institutions. The city also plans to attract investment in training centers and technology transfer facilities within its economic zones to ensure a skilled workforce capable of meeting the needs of emerging industries. In parallel, Hue will continue investing in social infrastructure for workers by prioritizing the development of worker housing, social housing, accommodation facilities, schools, hospitals, shopping centers, cultural and entertainment services, and bus routes connecting urban areas with economic zones and industrial parks.
