City gets a “new look”

TTH.VN - 2024 is a significant year in the process of developing Thua Thien Hue into a centrally-governed municipality according to Resolution 54-NQ/TW of the Politburo. Therefore, Hue City is focusing its resources and directing the implementation of key development projects to expand urban space, aiming to create connectivity between the city's North and South districts.

Accelerating project progress

The city’s total basic construction investment capital plan for early 2024 is over 275 billion VND for 30 construction projects (including 12 completed and ongoing projects, 17 new projects, and 1 project in preparation). The carried-over and supplementary funding from the previous year is over 448 billion VND.

In 2024, 7 key city projects have been focused on implementation. Difficulties and obstacles in compensation and site clearance work have also been addressed to accelerate progress. The verification of compensation conditions and compensation support plans, land acquisition, and resettlement land allocation for clearance projects in the city are being actively implemented, especially compensation work for key projects of the city and province in 2024.

As for Mr. Nguyen Thanh Tuan Anh, Director of Hue City Water Environment Improvement Project Management Board, from the project’s surplus funds, the project holder is implementing 6 construction packages with 12 construction items in the city and An Van Duong New Urban Area. The project has completed about 90% of the construction work, basically meeting the set schedule.

 A glimpse of present-day Hue city

With an investment from the Water Environment Improvement Project, the urban landscape and environment in the South of Huong River area have been significantly improved. Using the project’s surplus funds to complete the drainage and wastewater treatment system in the South of Huong River area aligns with the objectives set in the “Hue City Surface Drainage System Planning” and Resolution 54-NQ/TW, which aims to make Thua Thien Hue a centrally-governed municipality by 2025. This also helps improve project efficiency, loan effectiveness, and gradually complete the city’s technical infrastructure.

The city, along with relevant departments and agencies, focuses on effectively implementing key planning, plans, and projects. It is mobilizing and efficiently using resources to develop Hue urban area with two districts based on exploiting and promoting existing foundations, focusing on implementing effective public investment plans, and accelerating progress to effectively utilize key projects that create development momentum.

Synchronizing infrastructure

In the coming time, the city will focus on mobilizing, allocating, and efficiently using maximum resources to invest in building and developing a synchronized, modern infrastructure system, especially the urban transportation system and projects that create connectivity, momentum, and new development spaces for sustainable, green urban development. The city focuses on upgrading technical infrastructure for newly merged wards and communes. Accordingly, it is developing a roadmap and directing the upgrade of communes to wards according to the plan to build the province into a centrally-governed municipality.

Mr. Nguyen Viet Bang, Vice Chairman of Hue City People’s Committee, said that the city has recently focused resources on investing in technical and social infrastructure for 13 merged wards and communes, particularly focusing on investment targets for the 7 communes upgraded to wards, such as systems of drainage, roads, lighting...; completed zoning planning projects as a basis for investment promotion and infrastructure investment; continued coordinating with units to complete key provincial projects as drivers for socio-economic development.

Regarding newly merged localities, many infrastructure projects for transportation, lighting, and coastal areas have been implemented, creating momentum for marine economic development and attracting tourists to beaches. The city continues to accelerate the progress of Hue urban upgrading projects, key projects, and urban renovation... according to the province and city’s urban renovation program and plan. These include Ba Trieu Street, extended Duong Van An Street, Hue Cultural Square, Huong River embankment, roads along Nhu Y River, roads along Huong River (South side) from Da Vien Bridge to Huyen Tran Cong Chua Street, completing the renovation of Le Huan Street park for night street activities...

According to Hue City People’s Committee, ensuring synchronization between existing urban areas and newly merged wards and communes, connecting with the city center is an important task. Therefore, the city always takes initiative and maximizes internal resources to achieve set goals. To align with the planning and development program of centrally-governed Hue City, Thuan Hoa and Phu Xuan districts are expected to be the central areas, playing a driving role in development, serving as administrative, political, cultural, tourism, sports, healthcare, education, and science-technology centers of the centrally-governed Hue City.

The city has also focused on completing 18 assigned planning and regulation projects, including 11 Zoning Plans, 1 Architectural Management Regulation to cover zoning plans for wards and communes, and 6 Planning Projects created and adjusted to match the province’s General Urban Planning. To date, planning adjustment projects for wards within the city’s scope before it was expanded have basically been completed and submitted for appraisal according to plan. Planning projects for merged wards and communes have been completed, submitted for appraisal and approval, ensuring 100% coverage of zoning plans in Hue City.
