| Representatives of the two Japanese universities introduce a flood management model at the working session |
At the meeting, representatives of the two Japanese universities introduced research on a flood management and catchment development control model based on water storage capacity in suburban areas. The project is expected to be applied in Hue in the context of rising sea levels, with the aim of promoting a compact, concentrated urban development model while protecting and enhancing natural water storage capacity.
Specifically, the project will develop a water storage capacity map for suburban areas of the Huong River catchment, establish curves showing the relationship between storage capacity and water levels, and assess effective water storage capacity in the event of backwater effects. On this basis, experts will develop a tool to assess the impacts of urban development projects and accurately determine reductions in water storage capacity in order to calculate the volume that needs to be compensated for.
Another key component is the development of design standards and an operation and maintenance model for distributed flood-resilient infrastructure systems. This will be developed based on actual operational data from around 40-60 facilities already in operation. At the same time, the project aims to implement and verify green infrastructure solutions to ensure a harmonious balance between building density and water storage capacity in an area of a new urban development.
Speaking at the working session, Standing Vice Chairman Hoang Hai Minh emphasised that in its socio-economic development plans, the city has always identified disaster prevention and control and proactive climate change response to minimise loss of life and property as top priorities.
Hue City is implementing a range of coordinated solutions to reduce flooding and strengthen flood management across the city, minimising adverse impacts on urban areas and the heritage complex. Given these requirements, city leaders highly appreciated the research project proposed by the Japanese side, considering it a practical approach that meets Hue’s actual needs in urban management, planning and sustainable development.

To put the research findings into practice as soon as possible, Mr. Hoang Hai Minh proposed that the parties explore ways to shorten the preparation and implementation period. With extensive experience in implementing disaster prevention and control projects, Hue City is ready to coordinate, create favourable conditions, and assign experts and specialised staff to work closely with the project.
City leaders agreed to assign relevant agencies and units to proactively coordinate with the delegation. They will also study ways to effectively utilize data from projects already implemented in the city to avoid duplication and optimize investment costs.
In particular, Hue plans to directly connect the research findings with its IOC Center, existing data systems and smart urban platform. The integration will gradually establish a reliable database for forecasting, management and rapid decision-making support in disaster prevention and control, contributing to building Hue into a safe and sustainably developing city.
