Attracting foreign investment for sustainable, inclusive and high-quality development

HNN.VN - On the morning of June 30, in Hanoi, the Politburo held a national conference to study, disseminate, and realize the Politburo’s Resolution No. 10-NQ/TW dated June 8, 2026, on the development of the foreign-invested economic sector.

The conference was connected online to nearly 35,000 venues across Central, provincial and commune-level authorities, government agencies, military units, service branches and army corps nationwide, attracting nearly 2.1 million delegates. In Hue, more than 18,700 delegates attended the conference at 45 venues.

Delivering a keynote speech at the conference, Party General Secretary and State President To Lam emphasized that Resolution No. 10-NQ/TW signifies a fundamental shift in the Party’s development mindset, moving away from merely opening doors to welcome capital inflows to proactively selecting and utilizing international resources to strengthen the economy’s competitiveness and self-reliance.

The Party General Secretary and State President stressed that in the new period, Vietnam needs not only investment capital but, more importantly, advanced technologies, international markets, modern management practices, and deeper integration into global value chains.

To effectively implement the Resolution, the Party General Secretary and State President called on all levels of government, sectors and localities to synchronously carry out key groups of tasks, with priority given to perfecting transparent, stable and predictable institutions; developing strategic and digital infrastructure; innovating investment promotion work to be more focused and targeted; and strengthening linkages between FDI enterprises and domestic enterprises, gradually forming a competitive industrial ecosystem and domestic supply chain.

Party General Secretary and State President To Lam underscored that the consistent spirit of Resolution No. 10-NQ/TW is that attracting foreign investment is not intended to replace domestic strength, but to reinforce internal capacity; it is aimed not merely at rapid growth, but at sustainable, inclusive, and high-quality development. He called upon the entire political system, the business community, and investors to be determined to bring this Resolution to life, converting policies into effective projects, robust enterprises, high-quality jobs, and new drivers of growth, thereby contributing to Vietnam’s rapid and sustainable development into a high-income country.
