Total capital of the project is 18.2 million USD (about 414 billion VND), in which Japanese non-refundable ODA capital is 1.8 billion yen (over 16.65 million USD). Project duration is 36 months.

The objective of the project is to establish a system to operate and manage the three existing large dams associated with natural disaster prevention in the Huong river basin, Thua Thien Hue province, as well as to establish an information network for comprehensive disaster prevention and appropriate emergency forecasting and warning measures on the Huong river, thereby minimizing the damage caused by flood. In addition, the project will also help to complete the reservoir operation process in the Huong river basin, providing tools supporting the regulators in making decisions.

The project will help to minimize damage to people and property due to rain and flood, contributing to ensure the sustainable socio-economic development through the establishment of a reservoir operating framework in emergency situations, building the forecasting and warning system in vulnerable areas in the Huong river basin, Thua Thien-Hue Province, contributing to the comprehensive development of the disaster prevention information system. Then, a pilot model of reservoir operation in emergency situations and effective flood management will be developed.

Deputy Minister of Agriculture and Rural Development Hoang Van Thang said that this project not only provided facilities for flood forecasting and warning in the Huong river basin, but also introduced a new approach in technology and methods of flood prevention and control. Successful results of the project will be disseminated and replicated throughout the country.
