Following on-site inspections and reports from local authorities, Mr. Binh acknowledged that the communes had proactively implemented election preparations in accordance with regulations, keeping to schedule and completing all required steps under the Law on Election of Deputies to the National Assembly and People’s Councils. Localities have established the necessary election organizations, completed the compilation and public posting of voter lists, announced the lists and brief biographies of candidates, and prepared facilities and decorations at polling stations to ensure favorable conditions for voters to participate in the election.
Emphasizing the particular characteristics of mountainous areas with ethnic minority communities, Mr. Binh requested local authorities to continue carefully reviewing voter lists, especially for ethnic minority voters and residents in remote and hard-to-access areas, and to develop specific plans to ensure that all eligible citizens can participate in the election.
Regarding temporary residents, migrant voters, and workers returning to their hometowns during the election period, the Standing Vice Chairman asked local authorities to proactively update and supplement voter lists in a timely manner to avoid omissions or duplication, ensuring compliance with legal regulations.
He also stressed the need for localities to strengthen public communication through various forms appropriate to local conditions. In particular, communication should be carried out in the national language combined with visual and easily understandable methods so that ethnic minority communities clearly understand the significance of the election as well as their rights and responsibilities as voters.
At the same time, local authorities were urged to review and finalize plans to ensure security, social order, healthcare readiness and epidemic prevention, while preparing adequate facilities and equipment for the election. Election teams should also enhance their professional skills to ensure that procedures are implemented correctly in accordance with regulations.
Mr. Binh emphasized that localities must proactively address any emerging issues, ensuring that the election is conducted democratically, lawfully, safely and economically, and that the most favorable conditions are created for voters, especially ethnic minority residents and people in remote areas, to fully participate in, contributing to the successful organization of the 16th National Assembly election and the elections of People’s Councils at all levels for the 2026 - 2031 term.
