The conference was held in a combined in-person and online format from the Government headquarters to 63 provinces and cities. Attending the Hue City conference point were Deputy Secretary of the City Party Committee, Chairman of Hue City People's Committee Nguyen Van Phuong, and Standing Member of the City Party Committee, Standing Vice Chairman of Hue City People's Committee Nguyen Thanh Binh.
The 2025 High School Graduation Exam is the first one to be held for students studying under the 2018 General Education Program (GEP), while still accommodating students who studied under the 2006 GEP but have yet to graduate or wish to retake the exam for university admission. This year’s exam takes place in a historic period, as the nation is restructuring administrative boundaries and transitioning to a two-tier local government model.
In this special context, Prime Minister Pham Minh Chinh requested ministries, departments, and local authorities to demonstrate the highest level of responsibility, ensuring that no negative factors affect the exam. The Prime Minister emphasized that the High School Graduation Exam consistently garners significant attention from the political system and society at large. Therefore, the exam must proceed normally, safely, seriously, objectively, and transparently, while ensuring quality; it must provide the most favorable conditions for all candidates and ensure that no student is disadvantaged or left behind.

The Prime Minister also suggested that the Ministry of Education and Training (MOET), relevant ministries, departments, and localities provide reports on their leadership, direction, and preparation for organizing the exam amid this unique context and its many new aspects, especially regarding difficulties, obstacles, and proposed solutions.
The 2025 High School Graduation Exam has over 1,16 million registered candidates. Of those, nearly 14.000 are in Hue City. The preparation and organization of the exam have received close and timely guidance from the Government. Key guiding documents were issued early on.
The MOET and local authorities have implemented thorough preparations for the 2025 High School Graduation Exam early and proactively. All stages of the exam process have been carefully and safely arranged in compliance with regulations. Additionally, coordination with relevant sectors has been strengthened, and contingency plans have been proactively developed to ensure the exam is conducted safely and seriously nationwide.
