The “Nation joins hands to replace temporary and dilapidated houses” movement is a major policy carrying profound political, social, and humanitarian significance. The Prime Minister has issued repeated and decisive instructions, requiring localities to mobilize all resources to complete the goal as early as possible in order to improve living conditions, ensure social security, and promote sustainable development.

In Hue, between 2021 and 2024, authorities at all levels, armed forces, and local people upheld the tradition of solidarity and the spirit of mutual support, helping to build or repair homes for 6.778 families under social policy, poor households, and near-poor households. The total funding exceeded 350 billion VND, sourced from the central and local budgets as well as other lawful contributions.

Following the Government’s directives and the Ministry of Construction’s guidance, the Party Committee and People’s Committee of Hue City approved a 2025 program covering 1.170 houses including 503 for families of citizens with meritorious service, 325 under the national target program for ethnic minority and mountainous areas, and 342 for poor, near-poor, and other disadvantaged households. By August 12th, 2025, Hue City had completed the program in full, supporting all 1.170 houses and achieving 100% of the target.

This result was achieved after the Prime Minister issued Directive No. 102 and Directive No. 42 calling for acceleration of the nationwide effort to eliminate temporary and dilapidated housing. Hue’s Party Committee quickly established a Steering Committee and launched the “Joining hands to eliminate temporary and dilapidated houses in 2025” movement.

The entire political system participated under the “The Party leads, the State manages, the Front and mass organizations support, the people take ownership” principle, while promoting the spirit of solidarity and mutual assistance. Many businesses, organizations, and individuals not only contributed to funding but also joined volunteer labor days and provided construction materials, helping speed up progress and complete the program ahead of schedule.

In his remarks, Party Secretary Le Truong Luu emphasized that the success of the program lies not only in the numbers but also in spreading a sense of shared responsibility, as well as the close coordination among different levels of government and localities. However, he noted that over time, new cases of temporary or dilapidated housing will inevitably arise.

He called on authorities at all levels to continue promoting the humanitarian meaning of the movement, linking it with the traditions of solidarity, the “sharing one's rice and clothes” spirit, and cultural values of Hue. He also urged stronger efforts to address challenges in housing construction, especially land and planning issues; and to consider supplementary policies in vocational training, job creation, credit access, healthcare, and education.

Local Party committees and authorities were asked to encourage self-reliance, guide residents in maintaining their homes, and manage financial resources with transparency and compliance. The role of the Fatherland Front and corporations should continue to be leveraged to mobilize social resources, accompany disadvantaged households, and ensure stable housing so that families can focus on production and gradually escape poverty sustainably.

At the conference, the Steering Committee presented Certificates of Merit from the Chairman of the People’s Committee to eight collectives and twelve individuals with outstanding achievements in the program.
