Worthy of the city’s southern growth engine

HNN.VN - After the national reunification, Thanh Thuy, Phu Bai, and Huong Thuy wards (formerly Huong Thuy Town), once purely agricultural with virtually no urban infrastructure, have undergone sweeping changes, worthy of their role as the southern growth engine of centrally governed Hue City.

Transformation

In the nation’s resistance wars, Thanh Thuy, Phu Bai, and Huong Thuy wards were revolutionary lands, where fierce clashes between our forces and the enemy left deep scars. More than 2,500 martyrs, 253 Heroic Mothers of Vietnam, 17 Heroes of the Armed Forces, and over 6,000 were decorated with resistance orders and medals. These figures bear witness to the sacrifice and indomitable spirit of the people of the former Huong Thuy.

In the wake of national reunification, the Party, authorities, and people of Thanh Thuy, Phu Bai, and Huong Thuy stood united in rebuilding from the ravages of war. Once-barren fields scarred by bombs were gradually reclaimed and turned to production — planted with rice, seasonal crops, and economic forests.

With the advantage of National Highway 1A running through and Phu Bai Airport, residents have capitalized on these conditions to expand multi-service businesses. Concurrently, authorities at all levels have invested in infrastructure and called on investors to develop industrial parks and clusters, thereby creating stable jobs for many workers. As a result, urban infrastructure and the living standards of residents in the wards have been steadily improved.

According to Ho Vu Ngoc Loi, Secretary of the Party Committee and Chairwoman of Thanh Thuy Ward’s People’s Council, Thanh Thuy and the surrounding wards have experienced strong investment and transformation over the past decade. In the last five years alone, nearly 180 projects, totaling over VND 412 billion, have been finalized. Many of these projects, built or upgraded, have brought a fresh look to the ward’s urban landscape.

Moreover, Thanh Thuy Ward has prioritized building integrated infrastructure, with a particular focus on upgrading and repairing roads to meet the travel and production needs of its residents. The ward now boasts over 63 km of streets and alleys paved with asphalt or concrete, at a total cost of nearly VND 93 billion. These projects have largely adhered to schedule, becoming operational soon after completion, and meeting quality and technical requirements.

In recent years, Phu Bai Ward has focused on coordinated investment to improve and modernize its socioeconomic infrastructure, giving the urban area a well-organized, clean, and beautiful appearance. This success is attributed to the ward’s mobilization of diverse resources and effective collaboration with city authorities in enhancing the urban transportation network.

Beyond that, external transportation routes connecting the ward to neighboring areas have also received investment, including To Huu Road to Phu Bai Airport, the expanded connection from Trung Nu Vuong Road to Nam Cao and Le Chan, as well as improvements to provincial roads and inner-city routes such as Song Hong, Thuy Phu–Phu Son, and the bridge over Phu Bai River.

A green, identity-rich urban area

In response to emerging needs, Phu Bai Ward is actively leveraging local potential and strengths to invest in technical infrastructure projects, residential areas, and resettlement zones in a coordinated, complete, and modern approach. Urban areas along Nguyen Tat Thanh, Song Hong, and Trung Nu Vuong streets have been systematically planned, blending commercial infrastructure development and socialized investment, management, and utilization.

Notably, investment has focused on finalizing drainage projects in Thuy Phu and the former Phu Bai area, including the Southeast Canal in the industrial zone, discharge gates No. 1 and 3, rehabilitation of Phu Bai River and Cam Thu Dam, and the construction of drainage systems along National Highway 1A and the canal from Cam Thu Dam to the downstream Phu Bai Bridge.

The ward has also prioritized resources for urban renovation and transportation infrastructure to ensure connectivity within the ward and with other urban areas across the city. Investments have also been made in modern parks and residential zones, ensuring beauty, order, and security, while fostering a green, civilized, and identity-rich urban space that leads innovation and serves as a growth driver for the ward.

The advantages in transportation, the airport, industrial zones, and new urban areas have been leveraged to boost the development of industry and various commercial-service sectors, including banking, healthcare, education, and transport. Comprehensive commercial services, as well as markets, supermarkets, restaurants, and hotels along the ward’s main streets, have been upgraded to improve quality.

According to Ngo Van Vinh, Secretary of the Party Committee and Chair of Huong Thuy Ward’s People’s Council, the ward is carrying out urban planning, redevelopment, and infrastructure construction, along with new rural development. Based on the provincial plan and Thua Thien Hue (now Hue City) urban master plans approved by the Prime Minister, the ward has focused on establishing and finalizing sub-zone plans. Today, both the master plan and all sub-zone urban plans have achieved full coverage of 100%

Ho Vu Ngoc Loi, Secretary of the Party Committee and Chairwoman of the People’s Council of Thanh Thuy Ward, said the ward is focusing on coordinated investment to improve and modernize its socio-economic infrastructure. Accordingly, the ward has mobilized and effectively utilized all available resources to develop a comprehensive and integrated urban infrastructure system, in line with city-approved planning. The extended To Huu Road toward Phu Bai Airport, together with Khuc Thua Du and Ton That Son Streets, has been completed, along with upgrades to urban areas now in use.”

Alongside other wards, Thanh Thuy is actively tapping into its potential and advantages, investing in and calling for investment in urban infrastructure projects and residential areas with synchronized and complete infrastructure, in order to generate budget revenue through auctions, renovate the urban landscape, and serve resettlement. Through land-use rights auctions, bidding for planned projects, and leveraging support funding from higher authorities, the ward is investing in the construction of urban infrastructure works.

To contribute to a modern and civilized urban landscape, the wards are actively encouraging residents to support initiatives of donating land and dismantling fences and gates for alley expansion. This has facilitated smoother travel and the development of clean, well-ordered passageways, enhancing urban quality and aesthetics.
