“No room for delay”
The Resolution of the 17th Congress establishes a new position for the city: a distinctive heritage city of Vietnam; a center for culture, tourism, and specialized healthcare; and a growth pole of the Central region. Development goals for the 2026 - 2030 period have been clearly outlined with strong determination: an average GRDP growth rate of over 10%; reaching 11.5 - 12% by 2030; and state budget revenue of 28 - 30 trillion VND.
In numerous meetings preparing for 2026 and the 2025 - 2030 term, Mr. Nguyen Dinh Trung, Member of the Party Central Committee and Secretary of Hue City Party Committee, consistently emphasized a message that serves as an order, a call to action, and a source of confidence: “The first year of the term must be a year of discipline, action, and breakthrough. We cannot allow the first month or the first quarter to pass by sluggishly. We must create real momentum and see results immediately within the first year of implementing the Resolution of the Party Congress.”
Mr. Nguyen Dinh Trung added, as a reminder to every agency and official: “There is no room for delay. Every organization and every individual must transform responsibility into action. Hue must change through new methods, new thinking, and dedication.”
Those directions have created momentum in the new spring. At many construction sites at the end of the year, the sound of machinery continues until late afternoon. At the Kim Long Motor plant, production lines remain brightly lit throughout shifts. In meeting rooms, discussions on administrative reform, site clearance, and investment attraction, etc., continued well past noon or into the late afternoon.
As the Year of the Horse knocks on the door, Hue enters the new year with a mindset never seen before: Respecting the past while resolutely moving toward the future. Newly opened roads, newly operational plants, bold innovative policies, and generations of people who dare to think and dare to do, ... they are all contributing to a picture of a strong and confident Hue.
Mindset and resources
Acceleration requires strong “legs”. For Hue, those “legs” are transport infrastructure. Mr. Le Anh Tuan, Director of the Department of Construction, put it briefly: “Transport infrastructure must go one step ahead. Only when traffic flows smoothly can the economy and society break through.”
To Huu road connecting to Phu Bai airport, Nguyen Hoang bridge, the coastal road, the western road, and the Hue bypass road… are taking shape one by one, forming the growth ring that connects urban, industrial, and tourism areas. In the days leading up to Tet, traveling on new routes under the gentle sunlight reflecting on smooth asphalt, one can clearly feel the different pulse of a city expanding its vision, more confident and more modern.
If transportation is the “legs”, then resources are the “fuel”. Mr. La Phuc Thanh, Director of the Department of Finance, shared: “Demand is unlimited while resources are limited. To develop, we must choose the most necessary and effective tasks. More importantly, we must boldly attract non-state resources.”
This spirit of unlocking resources has helped Hue accelerate investment attraction, promote PPP, and leverage ODA for transportation, environment, and technology; as well as building a transparent environment where businesses want to come, stay, and grow. Mr. Thanh emphasized: “Businesses must be strategic partners. The more businesses choose Hue, the stronger Hue becomes.”
A highlight at the end of 2025 was the inauguration of the YUCHAI engine manufacturing plant and the rollout of the first engine by Kim Long Motor, a 260 million USD project with 90% automated production lines. General Director of Kim Long Motor Hue Joint Stock Company Dao Viet Anh shared: “For the first time, Vietnam has manufactured international-standard engines right here in Hue. Each engine takes only three minutes to complete. This is a leap forward. In phase 2, we expect to increase the localization rate to 80%, creating tens of thousands of jobs, and turning Hue into a leading automotive industrial hub in Southeast Asia.”
Following efforts to make breakthroughs in infrastructure and economy, Hue’s greatest asset remains its culture and heritage. From the heritage economy and night-time economy to the creative economy, all are being shaped into sustainable pillars. The digital economy aims to account for 30% of GRDP by 2030.
Mr. Phan Thanh Hai, Director of the Department of Culture and Sports, proposed new directions to create momentum, including: a night-time economy associated with Hue cuisine; contemporary art along the Huong River; imperial live-action performances; an annual ao dai festival; a chain of Hue-identity products; developing creative human resources; and building a green and livable city…
Hue enters the Year of the Horse with the mindset of a city that knows itself, understands itself, and dares to transform itself to move forward. Ready to accelerate. Ready to break through. Ready to write the first miracle of the new term.

| At the conference to provide feedback on the documents to be submitted to the 17th Congress of Hue City Party Committee for the 2025 - 2030 term, leaders of the Party and State requested that in the new term, Hue must develop based on its unique values; seek a distinctive path rooted in culture, heritage, and the aspirations of the people of the Ancient Capital. The city is envisioned to become a green, smart, and identity-rich urban center, promoting economic development in tandem with preservation; pursuing modernization in harmony with the safeguarding of its soul and essence; and identifying breakthroughs in heritage, high-quality healthcare, education, and specialized tourism. |
