Over 20 years of establishment and growth, HueIOC has gradually affirmed its role as an essential digital infrastructure institution, serving as the “core hub” of the city’s digital transformation ecosystem. It functions as a central hub for integration, monitoring, and supporting urban operations, contributing to improving the effectiveness and efficiency of state governance while strengthening connectivity between the government, citizens, and businesses.
From its early steps in the fields of post and telecommunications, HueIOC has grown into a core public service unit under the Department of Science and Technology, with a staff of 55 members. A range of Hue-branded digital platforms and solutions have been effectively deployed, notably the Hue-S platform, which has attracted over 1.3 million user accounts. Since 2021 up to now, the field feedback system has received and processed over 177,000 cases, achieving a 92% satisfaction rate.
The smart infrastructure monitoring system, with over 700 AI-powered cameras, not only effectively supports public security and crime tracking but also contributes to the enforcement of traffic violations. The IOC also efficiently operates the two-tier local government model, integrates population data, and promotes the digital economy through electronic payment platforms.
Information security has been maintained at a high level, with proactive responses to millions of cyberattacks each year. At the same time, a wide range of community-based digital skills initiatives has been rolled out extensively, attracting hundreds of thousands of participants and contributing to cultivating a generation of dynamic digital citizens well-adapted to the new era.

With outstanding achievement, HueIOC has been honored with numerous prestigious prizes, such as Vietnam Digital Transformation Prize, Sao Khue Award, affirming its pioneering position in digital transformation and smart urban development.
Addressing the ceremony, Vice Chairman of the City People’s Committee Tran Huu Thuy Giang highly appreciated the efforts and outstanding achievements that the generations of officials, cadres, and workers of HueIOC have reached over 20 years of establishment and development.
He required that in the coming time, the center would continue to prioritize the development of shared digital platforms, ensuring connectivity, interoperability, and data sharing among departments, sectors, and localities; while strengthening data analyzing, forecasting, and decision-support capabilities to enhance the quality of urban governance and administration, and to advance the city’s comprehensive digital transformation.
At the same time, the Center should accelerate the application of artificial intelligence and big data in urban monitoring and operations, while improving the quality of smart urban services in a more practical, user-friendly, and accessible manner to better meet the needs of citizens and businesses.
