The ceremony was attended by Mr. Lee Byunghwa, Country Director of KOICA in Viet Nam; and Ms. Kim Narae, Deputy Director of the KOICA Vietnam office. Representing Hue City were Mr. Hoang Hai Minh, Vice Chairman of the City People's Committee; and representatives of leaders from departments, branches, and sectors.

The Smart street component was approved by the Chairman of Hue City People's Committee in Decision No. 1778/QD-UBND dated July 24, 2023. Its goal is to support smart urban development initiatives associated with sustainable cultural tourism development. The project includes a lighting system, smart surveillance cameras, and public Wi-Fi along the Huong River.

Specifically, the smart lighting system was installed in the Eastern and Western areas of Da Vien Islet, Bui Thi Xuan Park, and Huong River Theater. It utilizes modern LED lights, galaxy lights, and GOBO projector lights for landscape illumination. The camera system consists of 43 surveillance devices installed on both riverbanks, connected to the city's Smart City Operation Center. At the same time, 44 public Wi-Fi stations were also placed in riverside parks to meet the connectivity needs of residents and visitors.

Speaking at the ceremony, Mr. Lee Byunghwa emphasized that the Smart street component will contribute to brightening the urban space, enhancing cultural promotion, developing sustainable tourism, and strengthening the friendly cooperation relationship between Vietnam and the Republic of Korea (RoK).

On behalf of Hue City's leaders, Mr. Hoang Hai Minh affirmed that this is a significant achievement in the process of building a smart and modern city that also preserves and promotes its unique cultural values. The project is a continuation of a series of projects to plan both banks of the Huong River sponsored by KOICA, and reflects the strong cooperation relationship between Hue and KOICA, in line with the vision of the comprehensive strategic partnership between Vietnam and the RoK.

Mr. Hoang Hai Minh expressed his deep gratitude to KOICA, and highly appreciated the efforts of the Project Management Board, the Project Management Consultant, and the YUNGCHANG contractor consortium for ensuring the progress and quality of the project. The city's leaders hope that KOICA and its partners will continue to accompany the upcoming components, helping to realize the goal of developing Hue into a leading smart cultural and tourism city.

Hue’s elevation to a centrally-governed municipality from early 2025 has taken place in a special context: the country is undergoing a major administrative restructuring, reducing the number of provinces and cities from 63 to 34. While 52 other localities are expanding through mergers, Hue has chosen a different path - no consolidation, no expansion by aggregation, but an upgrade built on its existing identity and structural foundation.
