In addition to the important task of serving as a bridge for cultural exchange, conservation and promotion of cultural values, heritage..., in the coming time, the festival will play an especially important role of a “top” event to stimulate tourism demand in the province under the impact of the recent pandemic.
In the analysis of the tourism sector, it is now important to stimulate the tourism demand again among tourists because the psychology afraid of traveling remains prevalent. It is vital to re-create excitement for Hue tourism.
First of all, it is necessary to stimulate intra-provincial tourists, which is seen as “bait" to attract more zonal and national tourists. The time to organize Hue Festival is defined as the most important highlight to implement this plan.
The Provincial People's Council has just passed the resolution on the stimulus policy to restore and develop the tourism industry affected by the COVID-19 pandemic. In addition to Hue Festival 2020, Hue will also focus on organizing the quality festivals and events. Chairman of the Provincial People's Committee Phan Ngoc Tho affirmed that in the current situation, there will certainly be many organizational changes to fit. First of all, the scale will decrease because the art troupes and international tourists will not be able to participate in. The participating forces will be domestic art troupes, and the provincial forces especially will be made the most of. Besides, depending on the funding for the festival and the participation of the art troupes, there will be an appropriate calculation for the festival.
The representative of the OB of Hue Festival 2020 said that there are still 6 art troupes from 6 countries that registered for performance. It can be seen that many countries are eager to join in the performance, but at present, it is not possible to confirm the quantity of these countries because this depends on the world pandemic and the “open-door" policy of Vietnam.
Another big change is the organizational form. In the past, there were many stage shows. However, now the community character is focused on. For the experience programs, tourists can join in as the subject.
An important requirement is organizing the festival associated with ensuring the safety conditions for pandemic prevention. It is forecast that at the time of organization, Vietnam has brought the pandemic control, but the world pandemic remains complicated. Therefore, it is necessary to enforce the regulations the most strictly to ensure safety at the time of organization.
According to the OB of Festival Hue 2020, a major obstacle to the festival is the funding for organization. The provincial budget is being prioritized for economic recovery, social security policies for the people…However, the OB will strive to call for the socialization resources to organize the festival as successfully as possible.
