Proactively responding, ensuring safety for people during flood

Being proactive with response plans

According to the report from Dan Dien Commune, from the night of October 25 to the morning of October 27, the area experienced very heavy rain, with average rainfall ranging from 250 to 450mm. The rising water level of the Bo River caused many inter-hamlet and village roads to be flooded from 0.2 to 0.6m deep. In the entire commune, 100 households had water entering their houses, measuring from 0.2 to 0.3m.

As of the morning of October 27, the commune had implemented a plan to evacuate 89 households with 117 people from low-lying areas. 130 cadres, militia, and police were mobilized to be on duty 24/24, being ready for rescue and relief. Work to ensure the safety of schools, medical stations, the electricity system, and transportation was thoroughly reviewed.

In Huong Tra Ward, widespread flooding occurred in areas such as Lai Thanh 1, Lai Thanh 2, Son Cong 1, Giap Nhat, Giap Nhi, Giap Ba, and Giap Tu... Mr. Tran Van Tu, Vice Chairman of Huong Tra Ward People's Committee, stated: “According to the plan, the ward will evacuate 188 households when the water continues to rise. Up to now, the ward has evacuated 2 households, both elderly people.”

Ensuring safety for people

In Huong Tra Ward, the working delegation also inspected the operation of the Ward's Public Administration Service Center. The center's facilities were synchronously invested in, with a newly installed automatic queuing and calling system, facilitating transactions for residents. Under flood conditions, the ward arranged additional staff to support residents and businesses when they came to handle procedures.

Mr. Nguyen Thanh Binh, Standing Vice Chairman of the City People's Committee, assessed that the localities in the Northern area of the city had basically proactively grasped the situation, timely deployed flood response plans, and met the requirements. However, given the complex developments of the flood, the communication system must be maintained continuously to quickly update the situation, and help the government proactively handle emerging situations.

Through the on-site inspection, Mr. Nguyen Dinh Trung acknowledged and highly appreciated the proactiveness and timeliness of the localities in flood response. Mr. Nguyen Dinh Trung emphasized: “The flood situation remains complex. Localities need to strictly adhere to the response scenarios, promote the spirit of responsibility of the entire political system, and avoid being passive or negligent in all situations. At the same time, they must proactively plan to overcome the aftermath of the flood and typhoon, ensuring residents' lives can quickly return to normal.”
