Before the working session, Mr. Nguyen Dinh Trung, Mr. Nguyen Chi Tai, along with the working delegation, and local authorities conducted a field inspection of the riverbank erosion and the flood drainage system of the Rao Cung River to develop response plans.
Basically completing and exceeding many targets
During the working session, leaders of the communes and wards reported on the results of implementing tasks for the 2025 - 2030 term, focusing on clarifying the operation of the two-tier local government model and the work of reorganizing and merging administrative units.
To date, the political system in these four localities has basically operated in a stable and smooth manner; citizen reception and the handling of administrative procedures have been maintained while socio-economic development, national defense, security, and social order and safety tasks have been implemented in a synchronized manner.

At the working session, the localities proposed that the city pay attention to investing in transportation and irrigation infrastructure, erosion control, the upgrading of historical sites, and inter-regional connectivity routes. Notably, leaders from the four localities proposed early investment in the construction of Vinh Tu Bridge spanning Tam Giang Lagoon.
Overcoming difficulties to effectively fulfill assigned tasks
Concluding the working session, Mr. Nguyen Dinh Trung acknowledged and highly evaluated the efforts of the localities. He emphasized that the process of merging and implementing the two-tier local government model would inevitably face hardships. However, with a high sense of responsibility from officials and Party members, along with decisive leadership and direction of the Party committees at all levels, these difficulties will be addressed gradually through specific and practical resolutions and action plans.

In response to current difficulties and obstacles, the Secretary of the City Party Committee requested that departments, sectors, and the city pay attention to supporting and promptly addressing issues at the grassroots level. Having identified these challenges, localities need to focus on solutions, especially in 2026, the year of implementing the Resolutions of Party Congresses at all levels.
He also requested that for projects with approved investment policies, the localities continue to coordinate with specialized departments and agencies to review them; projects that ensure effective investment should be prioritized in resource allocation. For the projects proposed during the working session, an evaluation of investment efficiency and priority ranking is required to prepare project dossiers for inclusion in the medium-term public investment plan. Any projects still facing bottlenecks should be reviewed to find solutions.
