| Hue University aims at the training of high-quality human resources for the Central Vietnam |
The most favorable time
In 2019, the Politburo issued Resolution 54-NQ/TW, which affirmed “building Thua Thien Hue into a multi-disciplinary, multi-field, high-quality education and training center by developing Hue University into a national university that aims to be in the Top 300 leading universities in Asia”.
The recent Resolution No. 26-NQ/TW, dated November 3, 2022, on socio-economic development and assurance of national defense and security in the Northern Central and Central Coast regions until 2030, with a vision to 2045, reaffirmed the policy of developing Hue University into a national university.
Hue University has now had a solid legal basis to develop into a national university than ever before. Apart from the 2 Resolutions 54 and 26 that both affirmed that Hue University will become a national university, at the 5th National Entrepreneurship Day for students in Thua Thien Hue, Prime Minister Pham Minh Chinh also concluded two main points related to Hue University. One was that it should quickly be developed into a National University and the other was that its National Institute of Biological Studies should become the National Institute of Biology of the Central Vietnam.
Assoc. Prof. Dr. Le Anh Phuong, President of Hue University, informed that the roadmap for Hue University to become a national university had a very solid legal basis. Currently, Hue University is planning a project to develop into a national university and tries to complete it in align with the province's timeline to become a centrally-governed city by 2025.

| Hue University's increasingly high place in the world rankings |
In addition to the legality, Hue University has many advantages to achieve its goal. Hue University is a multi-disciplinary, multi-field university, which is convenient to become a national university as targeted, according to Hue University leader. Both courses in established disciplines and the 4.0 technology-driven ones are constantly updated and offered in a timely manner.
Currently, Hue University has two majors and fields of training that some national universities have not offered, namely, agriculture and forestry, and art. The international cooperation in training and technology transfer are effectively implemented at Hue University. This is a strong basis to internationalize and keep up with universities in the world.
Hue University is also pioneering in digital transformation on the basis of available resources, combined with the development of a digital environment. Moreover, many alumni scientists and business people returned and invested in technology development. In the near future, there will be digital transformation products to serve the development of Thua Thien Hue and the Central Vietnam.
Inner strength as the premise
According to the QS Asia University Rankings 2023, Hue University has moved from the place in 401-450 to 351-400 of Asia, 61st in Southeast Asia and 6th in Vietnam. Also, Hue University has been named in 2023 Times Higher Education (THE) world rankings of prestigious universities for the first time. On June 22, 2023, Hue University appeared for the first time in the ranking of 601+ when Times Higher Education announced the Asian university rankings 2023.
Besides opportunities, Hue University is facing two difficulties, one objective, one subjective, which are affecting Hue University’s route to become a national university, according to Assoc. Prof. Dr. Le Anh Phuong. Objectively, there are currently no standards for regional universities to become national universities. The Ministry of Education and Training is working the criteria for regional universities to become national universities to submit to the Government. The second difficulty is related to a lack of fully promoting the internal resources that Hue University has. This problem is recognized to be a great motivation for Hue University, if it is well solved.
“Hue University has over 1,000 well-trained professors, associate professors and doctoral degree holders who were well trained home and abroad. Hue University has been implementing many measures and plans to promote this internal resource,” Assoc. Prof. Dr. Le Anh Phuong emphasized.
One solution that Hue University was determined to better do in the coming time is to internationalize the education through international cooperation in training to create quality resources for the whole Central region.
