The model has been introduced in accordance with the Law on Digital Transformation 2025, Government Decree No. 224/2026/ND-CP, which details the implementation of several provisions of the Law on Digital Transformation, and guidance from the Department of Science and Technology. The People's Committee of An Cuu Ward established a Digital Society Support Center and developed it under the “Digital Community Center” model to maximize the effectiveness of community cultural facilities, providing a space where residents can access technology, improve their digital skills, and make use of essential digital services.

At the Digital Community Center, residents receive guidance on accessing online public services; registering, activating, and using electronic identification (e-ID) accounts; making cashless payments; using electronic health records and digital social insurance services; as well as a wide range of other digital utilities. In addition, the center provides assistance with smartphone use, safe internet practices, identifying online scams, and resolving issues encountered while using digital platforms.

According to the People's Committee of An Cuu Ward, the model aims to create a location that is “easy to find - easy to access - easy to use - and easy to receive support”, ensuring that everyone, from senior citizens and young people to workers, can access, learn, and receive assistance with digital skills whenever needed.

The launch of the Digital Community Center is expected to improve digital literacy within the community, encourage greater use of digital services, and gradually contribute to the development of digital government, a digital economy, and a digital society throughout the ward.
