Convenience, efficiency

Following the direction of the Provincial Steering Committee for COVID-19 Prevention and Control, through 4 pandemic periods from the beginning of 2020 until now, Hue-S has always been a pioneer, promoting technology in pandemic prevention and control. Currently, Hue-S is in charge of nearly 20 functions to serve pandemic prevention agencies.

Typically, the function of monitoring people, vehicles entering and leaving the city, facilitating the process of tracing can be mentioned. “ QR codes will be scanned when vehicles passing through the checkpoints, and medical declarations are received to verify the driver's data, thereby serving the management. In particular, specific information of each individual is sent to the grassroots level such as villages and communes, helping people easily know the disease situation in the area," said Mr. Bui Hoang Minh, Director of the Provincial Smart City Monitoring and Controlling Center in Thua Thien Hue province.

Hue-S also built a number of tools to update fluctuations in quarantine areas. Changes such as new people being put in quarantine areas, people ending their quarantine period, people returning home under medical supervision, people being F0, etc., are all updated in detail on the Hue-S app. This makes the management work in quarantine areas and localities easier and more convenient.

Accompanying the pandemic prevention of the province, during the stressful pandemic time in Ho Chi Minh City, Hue-S has helped people from far away facing difficulties due to the COVID-19 pandemic and having the need to return to Hue to avoid the pandemic to get medical declaration and registration of transportation.

As a result, many pregnant women, students, the elderly, and the vulnerable who are stuck in Ho Chi Minh City had the opportunity to return to their homeland on trains and flights filled with love.

One of the big steps to serve the fight against the pandemic in the past time is the implementation of the disease control card through the national QR code. This is a tool that integrates information on medical declarations, vaccinations and places visited by people, with the quick operation and convenience in use, contributing to disease control in the "new normal" state.

“Currently, 1.2 million people (more than 95% of the population of Thua Thien Hue province) have been issued with disease control cards. Through the control card, the authorities can easily trace, notify and provide medical assistance to people, helping people control their travel schedule during the pandemic," shared Mr. Hoang Minh.

Overcoming difficulties

Accompanying the Hue-S application, the Provincial Smart City Monitoring and Controlling Center also launched a hotline 19001075 to support people 24/7.

This is the hotline that is always ready to receive information from people and businesses to State agencies in all fields as well as support and provide timely information on the pandemic situation, information about the province's policies and, measures for pandemic prevention and control for people inside and outside the province, ensuring a unified focal point to receive and support information for people. "At peak times, there are 6,000-7,000 calls/day," said Mr. Hoang Minh.

To be able to continuously serve people 24/7, Hue-S also has difficulties in operation. Mr. Hoang Minh said that the switchboard 19001075 consisted of 15 people, although it has called for more human resources from the Department of Information and Communications, there was still an overload.

“Operators have to work very hard to do their job well. They have to put aside their family, hobbies and interests to accompany the people. There was even a case where the operator was F2 but had to stay in self-isolation at the office to continue working on the hotline because of the heavy workload, twice or three times as normal,” said the representative of the Department of Information and Communications.

Towards a multifunctional application

Developed in mid-2018 and officially put into operation on January 1, 2019, Hue-S has now become a multi-functional and multi-platform application to serve Hue people.

Currently, Hue-S offers a wide range of useful functions such as calling a taxi, paying electricity and water bills, and paying tuition fees, which have been applied at some high schools, typically Hai Ba Trung High School. In the coming time, the Hue-S development team will continue to focus on perfecting technical solutions to best support people.

Ms. Nguyen Thi Mai Quynh, in Phuong Duc Ward, commented: “Hue-S is really a good application. Warnings about natural disasters and pandemics are sent to the people on a regular basis, and people's feedback on the situation in the province is handled very quickly. The application also has a function to support the payment of tuition fees and living expenses, making it easy for people to pay during the complicated pandemic situation...

With its successes, Hue-S has been excellently received “Sao Khue Award 2021” in the field of digital transformation platforms. The practice of operating smart city services on the Hue-S application has been contributing to improving the quality, innovating the modalities of management activities, as well as increasing the level of people's satisfaction, businesses with government activities in Thua Thien Hue province.

According to Mr. Hoang Minh, in the future, Hue-S wishes to develop more features to serve tourists to Hue, introduce the scenic spots of the homeland, as well as develop more tourism platforms on-site like 3D VR to adapt to the “new normal” state.
