Outstanding achievements
In the story of information technology (IT) development, the director of the provincial IT Center - HueCIT Hoang Bao Hung said that Thua Thien Hue is one of 10 localities that devotes great attention to IT. Since 2000 until now, Thua Thien Hue has determined that IT development would be an important economic sector, and has achieved remarkable results.
Thua Thien Hue is in the top of leading localities of the country in IT application in terms of index as well as outstanding achievements in technology applications: "Asia's Most Innovative Smart City Project" at the Telecom Asia Awards 2019 with the Operations Center for Smart City project in Thua Thien Hue; 2020 Sao Khue title for Hue Smart City Monitoring and Operation (Hue-S application); the title "Excellent Digital Transformation Agency" for Center of IT of Thua Thien Hue province (HueCIT) with the product " Managing software of Documents and Operations"; and, the latest being the results in e-Government ranking in 2020 - Thua Thien Hue ranked 1/63 among provinces and cities directly under the Central Government ...
Resolution 54 of the Politburo on construction and development of Thua Thien Hue to 2030, with a vision to 2045, defined that IT and media would be a breakthrough, developing science and technology of the province according to the market mechanism; forming IT parks, hi-tech industrialparks and research organizations capable of solving Science & Technology tasks of the area and of the country, becoming a major national center of science and technology.
This is a very clear orientation, however, in order to form a strong IT background, apart from the facilities, human resource is the key factor.
Professional working environment at HueCIT
According to the Director of the Department of Information and Communication, Mr. Nguyen Xuan Son, with the above point of view, developing in the direction of green and sustainable technology along with the IT and media industry, innovative technology, digital economic model would be the priority strategy of Thua Thien Hue in the next 5-10 years. In particular, the focus would be on software development, digital content industry and IT services.
"Hue people create Hue's intellectual faculties. That could easily be seen in the IT field," Mr. Son said. “Therefore, in order to build an ‘innovative digital technology dream’, it is important that we exploit the strengths of Hue people in the IT environment, creating technology products with brand name, reputation, and at the same time, being capable of accessing to international technology platform that would help us reach out to the world. Thereby, we promote IT development into an important field, making great contributions to the local socio-economic development,” said he.
The dream of innovative digital technology
Currently, the province has suitable preferential policies to promote the development of the IT field, building a technology city, shifting to the IT service system, attracting many domestic and foreign individuals and businesses to invest in.
According to Chairman of the Provincial People's Committee Phan Ngoc Tho, the province wouldhave synchronous solutions to attract human resources, with the strategy to develop economy in the direction of restructuring, using the IT industry as the driving force for innovation, from there, building the aspirations of the people of Hue for a Hue Dream – an innovative digital technology dream.
Thua Thien Hue has an IT park project located in the new An Van Duong urban area with a surface of 1.1ha assigned to HueCIT to be the host for building a software park to recruit about 3,000 people working in IT.
The project of smart media city - Hue smart media city in An Van Duong area B (an area of over 39ha), registered by Korean investors to invest in with human resources being approximately 8,000 people. In addition, a 700ha high-tech park is being planned at Chan May-Lang Co.
IT businesses contribute to the innovative digital technology “dream”
“The province is assigning the Center and the Department of Information and Communication to coordinate to support investors in the process of planning the development of the sectors. The project will focus on 3 main areas: IT Industry; culture and entertainment industry; and, education - smart hospital. If the project is successful, it will shift the provincial revenues to a more sustainable direction. This would meet the significance of developing the municipality from science and technology with human resources of Hue," the director of the provincial IT Center - HueCIT Hoang Bao Hung shared.
“Along with that, we will build a digital business club, turning HueCIT into a completely digital unit to provide digital products for businesses and local people,” added he.
“In particular, Thua Thien Hue will be the 4th locality in the country to announce the open data portal of the province for businesses’ and individuals’ demand for information to serve the development of the units. Currently, HueCIT has completed building an open data portal with the address openthuathienhue.gov.vn, preparing to complete the test and is expected to be launched in the coming time,” said Mr. Hung.
From the Department of Information and Communications, “in addition to the role of supporting and promoting digital transformation, the department will accompany other departments and branches in connecting the programs of the Ministry of Information and Communications, international organizations in order to train and to create a policy to support businesses for digital transform quickly, conveniently, and to gain the best results soon,” said the Director of the Department of Information and Communications.
