Aligning research with practice

In its development journey, science and technology have become a “soft resource” that breathes new life into Hue heritage city. Looking back over the five-year period from 2020 to 2025, Hue City has recorded hundreds of projects and initiatives being honored. Each research project and scientific product that is named and recognized bears the imprint of Hue, tapping into the distinctive values of a land where knowledge, heritage, and a resilient creative community converge.

One of the highlights of the 2025 Hue City Technical Innovation Contest is the First Prize project “Applying AI to improve the effectiveness of document management and administration in a two-tier government model”. The project was researched and implemented by the Hue City Information Technology Center (HueCIT), opening a new direction for integrating artificial intelligence into administrative reform.

Mr. Le Vinh Chien, Director of HueCIT, shared that after implementing the two-tier local government model, the volume of documents and administrative tasks increased rapidly. Officials and civil servants must process work almost continuously in the digital environment. Applying AI to the work management system helps remove bottlenecks, streamline operations, and suggest document handling solutions, thereby increasing productivity and reducing pressure on staff.

This AI solution not only marks an important step forward in building digital government but also affirms the creative capacity of Hue’s science and technology workforce. It is also one of the city’s first shared software systems to apply AI, helping Hue remain among the leading localities nationwide in digital transformation.

In the environmental field, the project “Manufacturing CO2-absorbing construction materials from fly ash and coconut fiber reinforcement” by a teacher–student group from Phu Bai High School demonstrates the strong creativity of Hue’s younger generation. From industrial waste and agricultural by-products, the group created unbaked bricks and green concrete capable of absorbing CO2; products that both protect the environment and promote green development.

In agriculture, the BAZ04 microbial preparation with high enzyme activity, researched by a group of scientists from the University of Agriculture and Forestry, Hue University, has opened an effective solution for wilt disease in peanuts, a crop of significant economic importance in many localities. Experiments show that peanut yields can increase by up to 22.7% when using this preparation.

Research and innovation projects ranging from information technology and green materials to applied biology share one common point: they originate from practical needs and directly serve the daily life of Hue heritage city.

Mr. Ho Dac Thai Hoang, Chairman of the Hue City Union of Science and Technology Associations, believes that these intellectual playgrounds are not only for professional scientists. “Through awards and contests, we hope to create an open environment where anyone with an idea can entrust and pursue their passion,” he said.

Nurturing talent, creating new momentum

Over nearly 20 years, the Imperial Capital science and technology award has been held four times, honoring 47 outstanding works ranging from medical research and information technology to social sciences. In 2024, the first Hue Imperial Capital Women’s Innovation Award also marked a new milestone by honoring 15 exemplary works, spreading the spirit of creativity within the community of female intellectuals. Each award and each honored scientific work is a “flower of intellect” that drives science and technology in Hue to innovate and develop.

Ms. Tran Thi Thuy Yen, Deputy Director of the Department of Science and Technology, said that Hue has unique advantages in intellectual resources, cultural depth, and a rich creative community. Science and technology awards are tools to nurture, awaken, and spread these values. Through awards, the science and technology sector aims to encourage more applied research that serves daily life and socio-economic development.

Beyond recognition, Hue has also created a series of mechanisms to encourage innovation through competitions such as startup innovation contests, youth creativity programs, and activities connecting scientists with businesses. These efforts are forming an innovation ecosystem right in the heart of Hue.

Mr. Cung Trong Cuong, Director of the Hue City Institute for Development Studies, expressed the view that science and technology awards are a fair and meaningful form of recognition for the contributions of research teams, as well as the indirect, cumulative contributions of the people of Hue. They are also a mechanism to promote creativity, from professional scientists to youth, community groups, and businesses. Ultimately, the goal of all awards is to serve the people and contribute to the city’s development.

Hue is a locality with a strong contingent of science and technology intellectuals, with more than 30,000 members across 51 specialized associations and 10 science and technology units. The city currently has 7,000 workers in the digital technology sector, owns hundreds of products protected by intellectual property rights, and consistently ranks among the top five nationwide in the digital transformation index. This is an important foundation for the city to achieve its goal of becoming a leading science and technology center in the Central region and nationwide, in line with the development orientation set out in Politburo Resolution No. 54-NQ/TW.

Hue places great expectations on stronger connections between research, application, and daily life, so that every idea has the opportunity to become a product serving the community. And it is precisely these intellectual playgrounds and science and technology awards that are serving as bridges for Hue to move faster and more sustainably on its journey toward becoming a creative, smart, and liveable city.
