Multiple sectors flourish
Opening of the meeting, Director of the Department of Finance La Phuc Thanh reported that in the first quarter of 2026, the city’s socio-economic situation continued to show positive signals, forming an important foundation for achieving the year’s growth targets.
Economically, GRDP was estimated to increase by 9,88%, higher than the same period last year (9,5%). Of this, the industry - construction sector grew strongly by 12,76%; services rose by 9,3%; agriculture, forestry, and fisheries increased by 3,8%; and product taxes minus subsidies rose by 8%.
The service sector remained dominant, accounting for 53.9% of the economic structure, with growth of 9,3%. Tourism rebounded strongly, welcoming nearly 2 million visitors (up 31%), with revenue reaching approximately 4.5 trillion VND (up 71% year-on-year). Total export turnover in Q1 reached 421 million USD (up 28%), while imports totalled 345.5 million USD (up 29.8%). Total retail sales of goods and consumer service revenue were estimated at over 18.4 trillion VND, an increase of 18.5%. Transportation, credit, and price levels remained generally stable, meeting production and business demands.
The industry - construction sector maintained high growth, accounting for 30,5% of the economic structure. Agriculture, forestry, and fisheries remained stable at 6,1%. Total social investment capital was estimated at around 8 trillion VND, up more than 13%. Since the beginning of the year, 11 new projects have been approved with total registered capital exceeding 9,1 trillion VND, including large-scale FDI projects. Key projects, especially social housing and urban infrastructure, have been prioritized for administrative clearance and accelerated implementation, contributing to urban development and regional connectivity.
However, business activity showed fluctuations, with 260 newly established enterprises, a sharp decline compared to the same period, while the number of temporarily suspended businesses remained high. Public investment disbursement reached 13,5% of the annual plan, exceeding the national average. State budget revenue in Q1 was estimated at over 4 trillion VND, up 14% year-on-year.
In socio-cultural areas, activities were actively organized in connection with major political events and traditional festivals. Education achieved positive outcomes, healthcare services were ensured, and social welfare policies were implemented in a synchronized manner. Administrative reform continued to advance alongside institutional restructuring following the elections. National defence, security, and public order were maintained.

Promoting key projects
At the meeting, representatives from departments and agencies emphasized the need to accelerate the completion and adjustment of plannings to support investment attraction, while strengthening coordination between local authorities and investors in site clearance to ensure project timelines. The agricultural sector, particularly high-tech agriculture, was noted to still face limitations in scale, land availability, and attractiveness to investors, requiring more comprehensive solutions for effective development.
Several policy-related issues, such as land management, institutional organization, and tourism development resources, were also proposed for early refinement to meet practical demands. Public safety, especially fire prevention and control in densely populated areas and markets, was highlighted as an area requiring strengthened measures.
In his concluding remarks, Chairman Nguyen Khac Toan stressed that building on the positive results of Q1, departments, sectors, and localities must closely follow directives and implement tasks and solutions in a synchronized, decisive, and effective manner to achieve double-digit growth in 2026.
Units are required to proactively monitor developments, promptly advise and propose solutions to address difficulties in operating the two-tier local government model, accelerate administrative reform, and improve the quality of policy advisory work, especially in drafting proposals and resolutions. Each department must take full responsibility for its assigned sector.
The Chairman emphasized prioritizing the acceleration of public investment disbursement and the progress of key projects, particularly in land clearance and resettlement, while clearly defining accountability for delays. He also called for enhanced planning and management of cemeteries, with a gradual relocation of graves from inner urban areas to meet socio-economic development needs and promote a civilized urban lifestyle.
Sectors and industries are tasked with addressing difficulties for businesses, especially in industrial parks; strengthening supervision and handling delayed projects, and prioritizing the development of green industry, tourism, and the marine economy. Investment management must be tightened to ensure transparency, with no “restricted zones” or exceptions. In the financial sector, stricter management of revenues and expenditures is required, along with firm action against slow disbursement units to improve resource efficiency.
The agricultural sector must closely monitor weather conditions and regulate water resources appropriately. The construction sector should focus on resolving bottlenecks in the real estate market and promoting social housing development. Meanwhile, tourism and cultural sectors are expected to effectively organize summer festival activities and improve the quality of the tourism environment.
Chairman Nguyen Khac Toan also assigned relevant agencies to study the model of a free trade zone. The Department of Finance will take the lead, coordinating with related units and learning from localities such as Da Nang to propose solutions suitable to Hue’s conditions.
