Capital flows into Hue
In late June 2026, Vien Chinh Financial Investment Joint Stock Company (Vien Chinh Group) officially opened its operating office in Hue City. With a diverse business ecosystem spanning financial investment, real estate, pharmaceuticals, and technology, the group has chosen real estate and technology as its two strategic sectors for entering the Hue market.
According to Chu Tien Dung, Head of Vien Chinh Group's Representative Office in Hue, establishing two companies in these strategic sectors reflects the group's confidence in Hue's long-term development potential. "We believe that once these two companies are operating steadily, they will make meaningful contributions to the city's budget revenues and help stimulate local economic growth. Through our investment projects, we also hope to work alongside the city in attracting and developing high-quality human resources, particularly in technology and real estate, thereby enhancing Hue's competitiveness and investment appeal."
Before the representative office officially began operations, Phuong Dong Real Estate Joint Stock Company, a member of Vien Chinh Group, had already been approved by Hue City People's Committee as the investor for the social housing project on Plot XH1 in Zone E of the An Van Duong New Urban Area. The project will comprise approximately 1,975 apartments with a total investment of more than VND 2 trillion, and is scheduled to commence construction in the third quarter of 2026 before becoming operational in the third quarter of 2030.
Another member of Vien Chinh Group is currently studying investment opportunities for digital solutions in urban infrastructure management and heritage digitization through virtual reality technology under a public-private partnership (PPP) model in Hue.
Vien Chinh Group is not the only enterprise expanding its investment after establishing a presence in Hue. In 2025, Scavi Group expanded its third factory in the city, while Kim Long Motor Hue Joint Stock Company increased the investment capital for the Kim Long Motor Hue manufacturing and assembly complex by VND 21.178 trillion to implement Phase II, expanding its automotive and engine manufacturing ecosystem.
During the same year, Hue attracted VND 32.073 trillion in registered investment through 46 newly licensed projects and 23 projects with additional capital injections. A number of completed projects have strengthened the city's production capacity and contributed to economic growth, including the expansion of the Phu Bai Brewery, the EON Industry Vietnam helmet manufacturing plant, and the expansion of a processing line for high-purity quartz sand and quartz powder.
Notably, in the first six months of 2026 alone, the city approved 38 new investment projects with total registered capital of VND 22.66 trillion, while four existing projects received an additional VND 1.758 trillion in investment. Several newly launched projects, with combined investment exceeding VND 11 trillion, are expected to generate broad economic spillover effects. At the same time, several major projects have been completed and put into operation, strengthening infrastructure, expanding housing supply, increasing industrial production capacity, and creating new growth drivers for the city.
Building a more attractive investment environment
Alongside attracting new investment, Hue has placed equal emphasis on encouraging reinvestment by existing businesses through comprehensive investor support. The city has implemented a "one-stop, single-contact" mechanism for handling investment-related administrative procedures, covering investment licensing, land-use rights certification, construction permits, environmental procedures, and labor-related matters. Investors are also provided with transparent and timely information on planning, land availability, technical infrastructure, legal procedures, and investment incentives.
Chu Tien Dung noted that after a period of researching and investing in Hue, what impressed the company was not only the city's development potential but also its increasingly professional, transparent, and investor-friendly business environment.
These positive outcomes have been supported by the effective work of four task forces responsible for supervising and facilitating investment projects during the first months of the year. The teams have actively monitored project implementation, resolved bottlenecks, and accelerated project progress. For key projects that have already secured investment approval, investor selection, or investment certificates, the task forces have focused on ensuring timely implementation so that new production capacity can be realized during the second half of the year, contributing to the city's 2026 growth targets.
The city has also intensified efforts to improve the business and investment environment, enhance its Provincial Competitiveness Index (PCI), support enterprise development, and decisively remove obstacles facing businesses. Long-delayed projects are being addressed to ensure that no investment project requiring resolution is overlooked.
Investment promotion activities in 2026 will be carried out in line with Hue's strategy for rapid and sustainable development, balancing economic growth with environmental protection while improving the efficiency of investment resources. These efforts are expected to support the city's ambition of becoming a national and regional center for heritage, culture, education, and specialized healthcare.
These advantages not only make Hue increasingly attractive to first-time investors exploring the market, but also reinforce the confidence of businesses that have already established long-term operations in the city.
