The dialogue was hosted by the Ministry of Finance, with around 100 delegates from both countries in attendance.
Japanese businesses put forward a range of proposals
At the dialogue, Japanese Ambassador to Vietnam Ito Naoki, along with representatives of Japanese organizations and businesses, discussed the investment climate, issues of concern to businesses, and opportunities to expand cooperation in Vietnam.
Highly evaluating Vietnam’s new development orientation, which places a strong focus on science and technology, innovation, artificial intelligence, the semiconductor industry, digital transformation, and green transformation, Ambassador Ito Naoki said that the Japanese Government and business community expect Vietnam to continue accelerating administrative reforms and improving the investment and business environment.

Creating a stable and transparent investment environment
Closing the dialogue, Prime Minister Le Minh Hung affirmed that the Vietnamese Government will continue to accompany and support the Japanese business community, focusing on removing obstacles related to institutions, administrative procedures, and specific issues arising during project implementation.
The Prime Minister emphasized that proposals falling within the authority of relevant agencies must be addressed directly, while those requiring cross-sector coordination must be resolved in a unified manner, ensuring that no proposals remain unresolved for an extended period.
According to the Prime Minister, Vietnam is vigorously implementing institutional reforms and refining its legal system to align with international standards and norms.
Focusing on resolving specific obstacles
Regarding specific sectors, the Prime Minister requested that relevant agencies work closely with the Japanese side to agree on solutions, and fully resolve obstacles facing projects in transport, railways, education, energy, ODA, and science and technology.
Affirming that Vietnam welcomes and wishes to see continued expansion of investment by Japanese businesses, Prime Minister Le Minh Hung said that Japan’s strengths in technology, capital, management experience, high-quality human resources, and a business culture that values quality, reputation, and long-term partnership align well with Vietnam’s development orientation.
The Prime Minister called on businesses from both countries to focus on promoting cooperation in areas agreed upon by the two countries’ senior leaders. He expressed his hope that Vietnam - Japan investment relations will make a strong transition from a relationship between investors and investment destinations to a partnership based on shared development, joint research and innovation, joint production, and effective participation in global value chains.

Speaking at the meeting, Prime Minister Le Minh Hung praised the coordination and efforts of the Ministry of Foreign Affairs, the Embassy of Japan in Vietnam, the Embassy of Vietnam in Japan, and Hue City People’s Committee in organizing the Vietnam - Japan Local Cooperation Forum 2026, from September 5 to 6. He described the forum as an important diplomatic event that opens up numerous opportunities for deeper connections with Japanese localities, organizations, and businesses.
The Vietnamese Government wishes to further strengthen cooperation and deepen these close ties. In this spirit, the Government and the Prime Minister personally wish to hear contributions and opinions from leaders of Japanese localities, organizations, and businesses.
At the meeting, the Japanese side put forward many practical recommendations, promoting cooperation in science and technology, innovation, digital transformation, and the development of high-quality human resources, while also strengthening ties with activities related to Vietnamese people living abroad.
