The Decree clearly states that the Hue Heritage Conservation Fund is a national fund established by the Government and assigned to Thua Thien - Hue province to directly manage, in order to mobilize resources to invest in the restoration, conservation, and development of Hue heritage value and investment in works and items that have not been funded by the state budget or allocated insufficient funds.

Thua Thien Hue is a locality with numerous traditional crafts and craft villages, but due to the lack of links in production, the designs are not rich and the output prices are not consistent. So, many handicraft products in the province have difficulty on the market and many artisans and craftsmen struggle to "live" with their profession.
