Opening of the 2nd Session of the City Party Committee

HNN.VN - On the morning of November 11th, the Standing Committee of the City Party Committee held the 2nd City Party Committee meeting, term 17th, to review the performance over the first 10 months of 2025 and to set key directions and tasks for the remaining months of 2025; the meeting also considered draft working regulations and an Action Program to submit to the City Party Congress Executive Committee.

Under the meeting program, Secretary of the City Party Committee Nguyen Dinh Trung delivered the opening address and thoroughly go over new directives of the Central Party; Deputy Party Secretary and Chairman of the City People’s Committee Phan Thien Dinh reported on the performance for the first 10 months of 2025 and priorities for the remainder of the year; Standing Deputy Party Secretary Pham Duc Tien gave a summary presentation of the draft Working Regulations of the Executive Committee and the Action Program to implement the Resolution of the 17th City Party Congress.

In his opening address, Party Secretary Nguyen Dinh Trung said: “In recent days, the city has experienced historic floods that caused loss of life and property. On behalf of the City Party Executive Committee, I wish to acknowledge and commend the spirit of solidarity and responsibility, the decisive and timely direction of party committees and authorities, the City Civil Defense Command, the armed forces, officials, party members, and the people in responding to and overcoming the disaster”.

In the first nine months of 2025, the city’s party committees, authorities, and political system united to overcome difficulties and focused on implementing central and municipal policies with high political determination, completing a large volume of work and achieving important results. Party building and political system work achieved comprehensive progress. Economic growth was high (9.06% in the first nine months, ranking ninth nationwide). Cultural and social sectors showed several positive signs; social welfare was prioritized and people’s living standards improved. National defense and security were maintained. External relations and international integration expanded and strengthened.

The City Party Committee, its Standing Committee, subordinate party organizations, and local authorities actively implemented central resolutions and conclusions on institutional reform, streamlining the political system, building a two-tier local government, and the Politburo’s core resolutions. Attention was focused on accelerating the elimination of temporary and dilapidated housing and on implementing priority projects to create breakthroughs in socio-economic development. Notably, the city carefully prepared for and successfully organized the 17th City Party Congress.

However, the results still yet meet expectations: the economy scale remains small; industrial production still faces many difficulties. Land clearance and several major projects are progressing slowly. The two-tier local government operation still faces some difficulties initially. Food safety, counterfeit goods, and trade fraud remain major challenges. Natural disasters, heavy rains, and landslides are developing unpredictably, especially the historic floods from October 25th to November 3rd, which severely affected people’s lives, production, and the city’s socio-economic development objectives.

Party Secretary Nguyen Dinh Trung requested delegates to carefully review already set reports and the important tasks, based on actual conditions in sectors, localities, and units, to objectively and comprehensively analyze results; pay particular attention to examining shortcomings and their causes. From that analysis, the delegates propose breakthrough tasks and solutions to accelerate strong progress in the remaining months, with the determination to achieve economic growth of 10% or higher for 2025 and to accomplish other major assigned tasks, thereby laying a firm foundation for rapid, sustainable development of Hue in the coming period.

Party Secretary Nguyen Dinh Trung emphasized: “This meeting will discuss and decide many important contents and tasks that will contribute to successfully achieving the goals and targets for 2025 and the strategic tasks for the 2025–2030 term. Therefore, I request that colleagues bring forth their best intelligence, take responsibility seriously, study and discuss the drafts and other important issues thoroughly, and provide substantive comments”.
