On the afternoon of January 9, the City Project Management Committee for Agricultural and Rural Development Construction held a conference to review its work in 2025 and outline tasks for 2026. Vice Chairman of the City People’s Committee Hoang Hai Minh attended and delivered a keynote address.

According to a report presented at the conference, in 2025, the Project Management Committee was assigned as investor and manager for 22 projects, including ongoing projects, newly launched projects, those in the investment preparation phase, as well as completed and finalized projects. Many key works on natural disaster prevention and control, riverbank and coastal erosion mitigation, dike systems, and irrigation were prioritized, contributing to the protection of public safety, infrastructure, and the stabilization of people’s livelihoods.

Public investment disbursement was performed strongly, with the overall disbursement rate of the Project Management Committee reaching 97% of the assigned capital plan. Both city budget funds and central government budget funds recorded high disbursement rates, ensuring compliance with regulations, adherence to schedules, and efficient use of capital.

In 2025, the Project Management Committee focused on implementing various key projects on natural disaster prevention and climate change adaptation. These included Pho Loi-Moc Han-Phu Khe flood drainage system; the upgrading of the Thieu Hoa River dike system; embankment works along the Bo River in Huong Tra; coastal erosion prevention embankment in Phu Thuan; emergency treatment of coastal erosion in Vinh Loc and Thuan An; and the repair and upgrading of Thao Long Dam to ensure safety. Upon completion, these projects have proven effective in protecting infrastructure, stabilizing livelihoods, and supporting the city’s socio-economic development.

In 2026, the Project Management Committee will focus on effectively implementing the assigned capital plan. Priorities include accelerating the progress of ongoing and newly launched projects, strengthening investment preparation, and improving the quality of surveys, design, and project management. At the same time, the Board will place emphasis on preparing key and strategic projects that adapt to climate change and support the city’s sustainable development.

In his directive remarks at the conference, Vice Chairman of the City People’s Committee Hoang Hai Minh called on the Project Management Committee to further improve the quality of investment preparation and select capable consulting firms; strictly manage project timelines, workloads, quality, and aesthetics; and proactively coordinate with local authorities on site clearance to avoid delays in project implementation. He also urged the development of detailed implementation plans for each project, close monitoring of progress, and efforts to enhance investment efficiency and disbursement rates in 2026.

“As projects invested by the Project Management Committee are spread across many localities, and construction is heavily affected by weather conditions; therefore, the Committee should develop early and well-structured plans for investment preparation and site clearance, so that construction can be carried out immediately when conditions are favorable,” Vice Chairman of the City People’s Committee stressed.
