Hue City among top 3 localities with outstanding reform achievements in the PCI during 2005 - 2025
HNN.VN - On May 15, in Hanoi, the Vietnam Chamber of Commerce and Industry (VCCI) held the announcement ceremony for the Vietnam Private Economy Report 2025 and the Provincial Competitiveness Index 2025 (PCI 2025).

In this year’s release, PCI 2.0 was restructured into 9 component indicators with 98 criteria, shifting focus from measuring the business environment to assessing the private economic development ecosystem. Rather than publishing a specific ranking as before, VCCI categorized localities into 6 governance-quality groupings in line with the context following administrative mergers, and in closer alignment with international practices.
The five localities listed in the “Good” governance quality group are Bac Ninh, Da Nang, Hai Phong, Phu Tho, and Quang Ninh.
At the ceremony, Hue City was recognized by VCCI as one of the three localities with outstanding reform achievements in the PCI during the 2005 - 2025 period. This recognition reflects the city’s sustained efforts to improve the investment and business environment, promote administrative reform, enhance governance quality, and build a government that accompanies and serves both citizens and businesses.
For Hue City, the result of PCI 2025 is considered an important reference channel for leadership and governance, as the city is focusing on boosting growth, improving the investment climate, fostering business development, accelerating digital transformation, reforming administrative procedures, and building a service-oriented government.
In the coming time, Hue City will continue to identify improving the investment and business environment, enhancing competitiveness, and supporting private-sector economic development as key priorities; thereby effectively mobilizing social resources and creating momentum for rapid and sustainable socio-economic development.
