Even at the time COVID - 19 pandemic affected life heavily, causing market disruption, lacking orders and raw materials, Thua Thien Hue textile and garment industry still knew how to manage when shifting from traditional products production to doing outwork and export fabric masks and medical protective gears.

By the end of August 2020, textile and garment enterprises had produced more than 520 million antibacterial fabric masks, with the industrial production value of more than VND 2,200 billion.

The story of the mask will be reminded a lot in the coming time as a flexible way to respond to situations in production and business. Worth mentioning here is also the target towards employees of the textile enterprise.

It is not too surprising to know that in the fluctuation of a upheaval like the COVID - 19 pandemic, a typical image is production stagnation with a series of unemployed people leading to many social consequences.

Statistics in mid-2020 show that, at 471 out of 667 tourist accommodation establishments in the area, 89% of the total number of employees are affected by the COVID 19 pandemic, forcing to cut down on salary and jobs or even resignation. Accumulating the first 9 months of 2020, tourists were estimated to decrease by 61%, accommodated visitors decrease by 52% and tourism revenue as a consequence, fall by 61% over the same period.

Along with tourism, import, export, and transportation are two economic sectors of Thua Thien Hue that are heavily affected by the COVID - 19 pandemic. It is also a sharp decrease; accumulated to 9 months in 2020, export turnover of goods decreased by nearly 12% and import turnover of goods decreased nearly by 3.3% over the same period.

New orders, stimulating demand for development

In November 2020, the tourism industry and enterprises of 3 localities Da Nang, Quang Nam and Thua Thien Hue organized a tourism stimulus program with the theme "Three localities - One destination with many experiences", applying preferential packages for visitors; in which visitors are entitled to a 50% discount on tickets at locations of Hue Monuments Complex until December 31, 2020, and 100% off tickets from January 1, 2021 to June 30, 2021.

Along with the inspection and having policies to support businesses operating in the affected tourism sector, stimulus packages are now essential to gradually warm up the tourism market in Thua Thien Hue, creating jobs for human resources in the tourism industry. With the initiative of business, practical support policies promise to blow a "new wind" to the tourism industry.

Meanwhile, although the supply of raw materials is stable and export activities return to normal, due to the impact of the COVID-19 pandemic, the textile and garment industry still faces many difficulties. Many businesses have to be economical or take care of weekly orders but the number of partners cancelling orders still continues. Therefore, how to maintain traditional products and find new orders is the job of businesses to save themselves.

To reduce pressure on businesses, the Department of Industry and Trade coordinates with the Customs Department to support enterprises in importing and exporting raw materials, goods, machinery and equipment for investment projects and production activities; at the same time, ensure the supply of raw materials for the production of the textile and garment industry. The Department also directs its offices to shorten the time for issuing certificates of origin, facilitating the fastest export of goods.

Opportunities to attract investors 

At the National Tourism Conference held on November 28 in Quang Nam, Mr. Nguyen Thanh Binh, Vice Chairman of the Provincial People's Committee said that the COVID - 19 pandemic has been causing heavy damage to the tourism industry. For the destinations, this pandemic also leads to a lot of changes in the tourism industry: tourist markets, types and products, forms of promotion, labor resources, etc. Therefore, promoting applying digital technology in tourism development today is one of the vital factors.

In recent years, in addition to the types considered as strengths that the destination of Thua Thien Hue is exploiting and providing services, smart tourism has also been focused on building and developing by the province. With the view that smart tourism can only be found on the foundation of a smart city, the province is focusing on two aspects: intelligent management and administration for government and business, and experience of smart utilities to visitors.

From the beginning of 2020 up to now, although being affected by the COVID -19 pandemic, there are still hundreds of investors interested in learning about the province. It can be said that besides being affected by the pandemic, this is a golden opportunity to attract investors.

Currently, many big investors in the world tend to move and divert to Vietnam and Thua Thien Hue would be the ideal destination, especially Chan May - Lang Co Economic Zone, industrial areas, industrial clusters, urban areas in the expansion planning of Hue City.

Thua Thien Hue has constantly improved mechanisms and policies to gradually attract investors. Thua Thien Hue not only stands out in the Central region, fully converging potentials and advantages for socio-economic development, but also is synchronous in its planning (about 25,000 hectares of "clean" land), which has been the ideal destination for investors.

Chairman of the Provincial People's Committee Phan Ngoc Tho affirmed that with its available potentials and advantages, as well as the determination of all levels and sectors, Thua Thien Hue province has gradually asserted as an ideal destination and "safe" for investors.
