The first site surveyed was the Ho Quyen - Dien Voi Re heritage site complex, a group of sites associated with elephant-tiger fighting arenas under the Nguyen dynasty and of significance within the Hue cultural heritage system.
Here, the delegation heard reports and explanations from Hue Monuments Conservation Center and relevant agencies on the current condition of the heritage sites, related facilities and areas that could be studied for development. Members of the delegation discussed ways to promote the value of each site as part of the overall connection of the complex.
The direction set out is that development should not stop at sightseeing but should be linked to the historical stories, architecture and distinctive cultural values of each location. In this way, each heritage site can become a stop along an experiential journey, creating connections rather than being developed separately.

The delegation then surveyed An Dinh Palace - a landmark work from the late Nguyen dynasty, bearing the imprint of an intersection between traditional architecture and Western architectural influences.
Here, the delegation focused on examining the current condition of the spaces, the possibility of organizing cultural activities and development options associated with conservation. Promoting the value of An Dinh Palace is being considered as part of an effort to expand destinations and cultural products beyond the Imperial City area.
In the Imperial City area, the delegation followed a route through Phu Noi Vu, Co Ha Garden, Duyet Thi Duong Theatre, Thieu Phuong Garden, Nhat Thanh Lau, Thai Binh Lau, Kien Trung Palace, Truong Sanh Palace and Dien Tho Palace.
The delegation also experienced a journey combining a sightseeing vehicle and electric boat, connecting the Imperial City area with the Huong River via the Ngu Ha and Dong Ba routes. This provides a basis for assessing the possibility of developing additional sightseeing routes that connect heritage spaces with river landscapes and surrounding areas.

With its rich system of structures, landscapes and cultural spaces, the Imperial City area is being studied with a view to further developing sites of value whose potential has not yet been fully realised. This would expand the range of visitor experiences while reducing the concentration of visitors at several familiar attractions.
Following the field survey, Chairman of the city People's Committee Le Tri Thanh requested that specialised agencies continue to review, study and comprehensively assess the current condition and potential of each heritage site, particularly spaces of value whose potential has not yet been fully utilized.
According to Chairman of the city People's Committee Le Tri Thanh, development must be balanced with conservation requirements and preserve the original values and distinctive characteristics of each heritage site. Agencies are to study each location with a clear identification of its strengths, cultural story and capacity to host activities, while also considering connections that could form routes and clusters of experiences.

For the Imperial City area, further study is needed to make more effective use of valuable spaces and structures within the complex, thereby expanding the scope of visitor experiences. Development must be planned in an integrated manner, covering infrastructure, landscapes, internal transport, interpretation and accompanying services.
Chairman of the city People's Committee Le Tri Thanh assigned Hue Monuments Conservation Centre, in coordination with relevant departments, agencies and local authorities, to continue completing dossiers, plans and specific proposals for each location based on the survey results.
This includes clearly identifying what can be implemented immediately, the items requiring investment and the implementation roadmap, ensuring that heritage values are effectively promoted and contributing to the creation of additional distinctive cultural and tourism products in Hue.
