At the meeting, Chairman Pham Duc Tien provided an overview of the city’s socio-economic development.

Regarding training and human resource development for the southern provinces of Laos, Mr. Pham Duc Tien said that over the past 20 years, Thua Thien Hue Province (now Hue City) has trained more than 1,500 officials from the provinces of southern and central Laos, including Salavan Province. Currently, around 300 Lao students are studying at universities and colleges across the city.

Regarding Party building and personnel organization, Permanent Deputy Secretary of the City Party Committee Pham Duc Tien said that Hue City is focusing on reforms aimed at making these activities faster and more effective.

Mr. Pham Duc Tien also introduced several aspects of the organizational and grassroots government management structure as the city implements the two-tier local government model. Hue places particular emphasis on strengthening the role of commune and ward authorities, which work directly with residents and address issues at the grassroots level.

Mr. Chansilone Sisomboun, Head of the Organization Commission of the Salavan Provincial Party Committee, expressed his appreciation for the warm and respectful welcome extended by Hue City’s leaders. He also conveyed his congratulations to the city’s leaders and people on the occasion of Vietnam’s National Day on September 2nd.

According to Mr. Chansilone Sisomboun, 2026 is a pivotal year for implementing the resolutions adopted at Party congresses at all levels in Salavan Province. As Laos is also accelerating efforts to streamline its organizational apparatus from the central to the grassroots level, the delegation’s visit and working session in Hue City provide an opportunity to exchange experience in Party building and personnel organization, particularly to learn about the new commune-level governance model.
