| Starting from the 2026-2027 academic year, Hue City will provide free textbooks to students |
Under the new policy, the city will provide free textbooks and local educational materials to all students from grades 1 to 12. The initiative covers both public and private schools, vocational - continuing education centers, as well as all other institutions offering the general education curriculum, and other eligible students.
The textbooks will be centrally procured by the city, delivered to educational institutions, and distributed to students through an annual borrow-and-return system managed by school libraries. The initiative is expected to improve the efficiency of public spending, encourage students to take good care of their textbooks, and establish a sustainable collection of reusable textbooks. The policy is expected to cost approximately VND 52.8 billion.
As a meaningful humanitarian activity, the policy underscores the city leaders’ commitment to education. It is expected to ease back-to-school expenses for families, particularly those with multiple school-aged children, while ensuring that every student begins the academic year with a full set of textbooks and that no one is left behind due to financial constraints.
The City People’s Committee has assigned the Department of Education and Training to take the lead and cooperate with the Department of Finance and relevant agencies in promptly preparing the budget estimate, organizing the procurement process, and providing guidance to educational institutions on implementation. The department is also tasked with reviewing and improving facilities for the storage, circulation, and reuse of textbooks, as well as developing procedures for textbook distribution, lending, use, preservation, and return of textbooks to school libraries, while also ensuring the policy is implemented in a coordinated, efficient, and timely manner before the start of the 2026-2027 academic year.
