| According to the announcement of the Ministry of Home Affairs, Hue City ranked fifth nationwide in the 2025 Satisfaction Index of Public Administrative Services (SIPAS) |
Specifically, Hue recorded a SIPAS score of 84.76%, ranking fifth among 34 provinces and centrally governed cities nationwide, placing it among the localities with the highest levels of public satisfaction in the country.
According to the 2025 SIPAS rankings, Hai Phong topped the list with 91.12%, followed by Quang Ninh province, Dong Nai city, and Hung Yen province; while Hue ranked fifth.
This also marks Hue’s highest-ever SIPAS performance. Compared to 2024, the city’s ranking climbed from 15th to 5th nationwide, reflecting significant improvements in the quality of public administrative services, administrative procedure processing, and public service delivery for residents.

On the same day, the Ministry of Home Affairs also announced the 2025 Public Administration Reform Index (PAR INDEX). Hue scored 91.33 points, ranking 11th among 34 provinces and cities nationwide. Although the city dropped four places compared to 2024, its 2025 PAR INDEX score was the highest recorded since 2016.
According to the published data, many areas of administrative reform in Hue continued to post strong results. Administrative procedure reform reached 98.58%, administrative reform management and direction scored 96.76%, institutional reform achieved 94.62%, and public finance reform recorded 93.77%.
Notably, the digital transformation index within State agencies reached 87.02%, reflecting the city’s efforts to advance digital government, expand online public services, and enhance the public service experience for residents.

The 2025 SIPAS and PAR INDEX results continue to reflect Hue’s efforts to advance administrative reform and digital transformation, while also improving digital government development and the quality of services for residents and businesses.
