Warmth amid the floodwaters
Days of heavy rain have left many areas of Quang Dien submerged, forcing hundreds of families to evacuate urgently. In Chua Hamlet, Khuong Pho Dong Village, 20 households have been cut off and isolated by floodwaters.
Despite the floodwaters, General Secretary To Lam and his delegation traveled into the inundated area to visit and encourage the residents there.
He visited the homes of Mr. Ho Phuoc and Mrs. Ho Thi Thu Van, where he inquired with care about their living conditions, health, damages, and efforts to recover from the disaster.

“In recent days, the whole country has been turning its attention toward Central Vietnam. The people of Hue City in general, and Quang Dien Commune in particular, have endured great hardship, yet the spirit of unity, mutual support, and compassion remains strong. The Party, the State, and the people across the nation stand with you, sharing your difficulties and supporting you to soon restore normal life,” General Secretary To Lam shared.
The General Secretary reminded: “Quang Dien is often affected by floods, so people should always be prepared by storing food and essential supplies. Most importantly, strengthen solidarity and help each other through this difficult period. Those less affected should support those who have suffered more.”

Touched by the visit, Mr. Ho Phuoc said: “Even though the floodwaters have not yet receded, the General Secretary still came to visit us. That is a deeply meaningful gesture. Our community will follow his words and help one another overcome this disaster.”
Residents of Chua Hamlet said that because the area is low-lying, even small floods can isolate them. Children going to school or adults traveling for work face great danger when roads are submerged. They expressed hope that the Party and State would help build a higher access road to the village so they can travel safely during the rainy season.

According to Mr. Nguyen Anh Cau, Chairman of the Quang Dien Commune People’s Committee, a total of 3,700 households have been flooded, and 570 remain underwater. Local authorities, along with the police and military forces, have promptly assisted in evacuations, supplied essential goods, and stockpiled 17 tons of rice and 300 boxes of instant noodles for residents.
The people’s safety comes first
During the visit, General Secretary To Lam commended the prompt response of local authorities, police, military, and mass organizations in supporting flood victims. He emphasized that Hue is frequently affected by natural disasters and must continue improving forecasting, prevention, and recovery measures.

He also urged all levels of government to take greater responsibility and remain closely connected with the people, regularly inspecting evacuation plans and ensuring safety in high-risk areas. Authorities must promptly assist residents in restoring livelihoods and daily life, ensuring that no one lacks food, clean water, or safe shelter, especially the poor, families under social welfare policies, the elderly, and children.
General Secretary To Lam cautioned that, although floodwaters are receding, complacency must be avoided since weather in Central Vietnam is unpredictable. He called on all sectors and households to closely monitor conditions and prevent further losses.

“In every situation, the safety of the people must remain the highest priority. This is the foremost duty of the entire political system,” the General Secretary stressed.
He also advised Hue City to proactively store food, essential goods, and clean water, and to prevent disease outbreaks after the floods. At the same time, he encouraged everyone to uphold the spirit of solidarity and mutual assistance, “leaving no one behind.”
Before departing, General Secretary To Lam reassured local residents that the Party and State always care deeply about the people. He urged them to trust in the leadership of the Party and the administration at all levels, to maintain unity and compassion, and to work together toward restoring stability and livelihoods.
