The program celebrating the National Digital Transformation Day this year was held under the theme “Digital Transformation: Faster - More Effective - Closer to the People”.
In the framework of the program, the Ministry of Science and Technology also honored groups and individuals with outstanding achievements in the work of national digital transformation. At the same time, they also released the 2024 Digital Transformation Index (DTI) of provinces and cities.
Among the Top 5 localities leading in DTI 2024, Hue rose to second position nationwide (an increase of one rank compared to 2023). For the very first time, Hanoi ranked first in Digital Transformation of centrally-run government provinces and cities; Hai Phong Province ranked third, while Ho Chi Minh City ranked fourth, and Thanh Hoa ranked fifth. The DTI results for provinces and cities after administrative mergers are calculated based on the average values (arithmetic mean) of the main DTI indicators of the respective provinces prior to the merger.
According to the Ministry of Science and Technology, the Digital Transformation Index consists of 3 levels: the provincial-level Digital Transformation Index, the ministerial-level Digital Transformation Index, and the National Digital Transformation Index.
The provincial-level Digital Transformation Index is structured following 3 main pillars, including digital government, digital economy, and digital society. Each pillar includes 7 key indicators: the indicator for assessing awareness transformation, the indicator for assessing institutional development, the indicator for assessing digital infrastructure and platform development, the indicator for assessing digital information and data, the indicator for assessing digital transformation activities, the indicator for assessing cybersecurity, and the indicator for assessing training and human resource development.
The annual DTI is an important basis that reflects the level of readiness and effectiveness of digital transformation implementation nationwide.
Vietnam’s National Digital Transformation journey began in 2020 and has since achieved many significant results. Notably, the Digital Government witnesses 80% of public services are processed entirely in digital form, the digital economy accounts for nearly 20% of GDP, and the Digital Society, with 100 million digital citizens, has taken shape. Additionally, digital technology is being popularized to every village and household.
2025 is considered a transitional year, marking the end of the first 5 years of implementing the National Digital Transformation and the beginning of the National Digital Transformation, Phase 2 (2026-2030).
