In Chan May - Lang Co Commune, Hue City People’s Committee organized the groundbreaking ceremony for the technical infrastructure projects of the resettlement areas in the Chan May - Lang Co area, Hue City, serving the high-speed rail project along the North-South route, and the Loc Tien resettlement area (phase 2). Attending the ceremony were Mr. Le Truong Luu, Member of the Central Committee of the Communist Party, Secretary of the City Party Committee, Chairman of the City People’s Council, Head of the Hue City National Assembly Delegation; Mr. Nguyen Van Phuong, Deputy Secretary of the City Party Committee, Chairman of Hue City People’s Committee, and other members of the Standing Committee of the City Party Committee, leaders of the City People’s Council, People’s Committee, and Vietnam Fatherland Front of Hue City.
The technical infrastructural projects for resettlement areas in the Chan May - Lang Co area, Hue City, serving the high-speed rail project along the North-South route, Loc Tien resettlement area (phase 2) cover an area of 12,65 hectares with a total investment of 251,047 billion VND. It is being invested by the Project Management Board for the Investment and Construction of the Economic and Industrial Zones. The projects were started on August 19, 2025. The projects include investment items such as: leveling the ground, marking plot boundaries, transportation systems, drainage systems, water supply systems, electricity supply systems, and lighting systems. The projects will allocate 238 resettlement plots of land to relocate households affected by the land clearance for the high-speed rail project in the Chan May - Lang Co area.

Speaking at the groundbreaking ceremony, Deputy Chairman of Hue City People’s Committee Hoang Hai Minh emphasized that the North-South high-speed railway project is a major transportation project of the nation, carrying strategic significance for the national development, opening breakthrough opportunities for localities, including Hue City.
This project was approved by the National Assembly in Resolution No. 172/2024/QH15 on November 30, 2024. The section passing through Hue City has a length of approximately 95,05 km, with the starting point in Phong Dinh Ward, bordering Nam Hai Lang commune in Quang Tri Province, and ending in Chan May - Lang Co Commune, bordering Hai Van Ward, Da Nang City. The project passes through 12 communes and wards (Phong Dinh, Phong Thai, Dan Dien, Quang Dien, Hoa Chau, Duong No, My Thuong, Phu Ho, Phu Vang, Vinh Loc, Phu Loc, Chan May - Lang Co). The affected area is about 1,255.27 hectares of land, impacting approximately 8,558 households, of which around 1,600 households will need to be resettled. Around 10,572 graves will need to be relocated. To support the land clearance of the project, Hue City People’s Committee will build 23 resettlement areas and 4 cemeteries, with an estimated cost of about 1,389 billion VND.
Deputy Chairman of the City People’s Committee Hoang Hai Minh affirmed that the project groundbreaking today will not only create a new residential area with complete technical infrastructure and social facilities to ensure stable living conditions for relocated residents but also serve as a testament to the Party, State, and city government’s concern for the well-being of the people.
In Phong Thai Ward, the Project Management Board for Investment and Construction of Area 2 organized the groundbreaking ceremony for Phong Hien Public Cemetery. Attending the ceremony were Mr. Pham Duc Tien, Permanent Deputy Secretary of the City Party Committee; Member of the Standing Committee of the City Party Committee, Deputy Chairman of the City People’s Committee Nguyen Chi Tai, as well as leaders of the National Assembly Delegation and representatives from various departments, agencies, and local government.

The project covers an area of 2.5 hectares, with approximately 531 grave relocation plots, and a total investment of over 9 billion VND. The project includes a nearly 3km internal road system (including 7 main roads, secondary roads, and branch roads), with concrete pavement, drainage infrastructure, ground leveling, and plot boundary marking, etc., ensuring uniformity and sustainability. Once completed, Phong Hien Public Cemetery will become a solemn space, facilitating the community in carrying out spiritual rituals and contributing to the efficient relocation and land clearance for the North-South high-speed rail project.

Speaking at the groundbreaking ceremony, member of the Standing Committee of the City Party Committee, Deputy Chairman of the City People’s Committee Nguyen Chi Tai emphasized that the project is of special significance in creating a centralized cemetery land fund, ensuring a balance of interests between the State and the people, and demonstrating the attention of various levels and sectors to the spiritual life of the community. Therefore, Deputy Chairman Nguyen Chi Tai requested the Project Management Board for Area 2 - the investment unit, to closely cooperate with the construction unit, supervisors, and local authorities to ensure that the project is executed according to design, ensuring quality, schedule, safety, and environmental hygiene, making an important contribution to land clearance and laying the foundation for the implementation of the North-South high-speed rail project in the Northern part of the city.
In Phu Vang Commune, the Management Board of Investment and Construction Project Area 3 held a groundbreaking ceremony for the Resettlement Area No. 1 Investment and Construction Project in the commune. Attendees included members of the City Party Standing Committee: Mr. Nguyen Quang Tuan, Standing Vice Chairman of the City People's Council; Mr. Phan Xuan Toan, Head of the City Party Committee's Organization Department; and Mr. Phan Quy Phuong, member of the City Party Committee and Vice Chairman of the City People's Committee.

The Resettlement Area No. 1 (Phu Da) in Phu Vang Commune is one of the 23 resettlement areas designated for the North - South high-speed railway project passing through Hue City. The investment policy for this project was decided by the National Assembly under the Resolution No. 172/2024/QH15 dated November 30, 2024. The project is of significant importance to the locality, helping to gradually complete the infrastructure system, specifically by providing resettlement for households affected by site clearance for the high-speed railway project through Phu Vang Commune.
The project covers an area of nearly 5 hectares, and will accommodate 89 resettlement lots. The total investment is approximately 44 billion VND. The construction package is scheduled for completion within a maximum of 7 months from the groundbreaking date, with funding from the Central government budget.

Speaking at the ceremony, Mr. Phan Quy Phuong emphasized that Hue City always aims to ensure that the lives of relocated residents are equal to, or better than their previous living conditions. Therefore, the resettlement areas and cemeteries will be planned and invested with synchronized technical and social infrastructure, including roads, electricity, water, education, and healthcare, etc., so as to create the most favorable conditions for residents to stabilize their lives and develop the economy.
The construction of the Resettlement Area No. 1 in Phu Vang Commune in particular, and the projects breaking ground today in general are not just lots of land or buildings, but also the evidence of the deep concern of the Party, the State, and the city government for the lives of the people. This is also a symbol of the spirit of consensus and sacrifice for the common good, for the people in Hue City.

The city leaders pledge to continue to direct relevant departments and branches to coordinate closely, and ensure the project is implemented quickly and effectively so that the resettlement areas can be completed soon, helping residents settle down and stabilize their lives quickly,” said Mr. Phan Quy Phuong at the ceremony.
In Vy Da Ward, the City People's Committee held a groundbreaking ceremony for the Technical Infrastructure Project of Resettlement Area 06 in Zone B - An Van Duong New urban area, serving the relocation and resettlement of households affected by the North - South high-speed railway project.

The ceremony was attended by members of the City Party Standing Committee: Mr. Hoang Khanh Hung, Head of the City Party Committee's Propaganda and Mass Mobilization Department; Ms. Pham Thi Minh Hue, Head of the City Party Committee's Inspection Committee; Mr. Nguyen Thanh Binh, Standing Vice Chairman of the City People's Committee; and Mr. Phan Thien Dinh, Head of the City People's Council's Economic and Budget Committee, along with representatives of leaders from related departments and sectors.
The Resettlement Area 06 project is invested by the Management Board of Investment and Construction Project Area 1. It covers an area of 2.5 hectares, with a total investment of 38.992 billion VND. The goal is to create a synchronized resettlement land fund, ready for handover to residents as site clearance progresses. The Resettlement Area 06 will provide approximately 74 resettlement lots for directly affected households.
The direct construction contractors for the project are the joint venture of Thua Thien Hue Road Management and Construction Joint Stock Company and Thanh An Joint Stock Company. The units have prepared sufficient human resources and machinery, and are committed to completing the project on schedule.
The Resettlement Area 06 is designed with synchronized infrastructure for traffic, electricity, water, lighting, and greenery, providing convenient access to essential services in the new urban area. Upon completion, the project will not only provide stable and safe housing for residents, but also contribute to completing the infrastructure in the Southeastern part of the city, creating room for urban development towards a civilized and modern direction.

Speaking at the groundbreaking ceremony, Mr. Nguyen Thanh Binh emphasized that the North - South high-speed railway project segment through Hue City is a key national project, with great significance for socio-economic development, ensuring social welfare, and improving lives of People.
The groundbreaking of the technical infrastructure for the Resettlement Area 06 in Zone B - An Van Duong New urban area is a pioneering step, and of special significance in site clearance for the project. This is not only the government's responsibility to the people in the affected area, but also a key condition to ensure that the project stays on schedule and meets the commitments made to the Government.
The Standing Vice Chairman of the City People's Committee requested that investors, construction units, and local authorities focus their resources and coordinate closely to accelerate construction progress, ensuring the project is implemented comprehensively, quickly, and in accordance with regulations. The project must meet requirements for quality, technical standards, and safety, while also ensuring stable and long-term resettlement arrangements to help residents feel secure in their lives and stabilize their livelihoods. Upon completion, the project will not only solve the need for stable and safe housing for affected residents, but also contribute to completing the urban infrastructure in the city's Southeastern area, creating room for urban development towards a modern and civilized direction.
