Hue and Ha Tinh exchange experience in developing Phu Son waste-to-energy plant and operating IOC Center

HNN.VN - On the afternoon of January 16th, a working delegation from Ha Tinh Province, led by Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, Mr. Phan Thien Dinh, had a working session with the People’s Committee of Hue City to exchange and learn from experience in the management, investment, and operation of smart urban development models and modern, sustainable household solid waste treatment.

Receiving and working with the delegation were Mr. Tran Huu Thuy Giang, Member of the City Party Committee and Vice Chairman of Hue City People’s Committee, along with representatives of leaders from relevant departments, agencies, and sectors.

At the working session, representatives of Hue City People’s Committee shared experience in calling for investment, implementing construction, and putting into operation the Phu Son waste-to-energy plant - a household solid waste treatment project using waste incineration for power generation, contributing to reducing environmental pollution, saving landfill land resources, and moving toward the goals of circular economy development and green growth.

The Phu Son waste-to-energy plant is invested in by EB Environmental Energy Co., Ltd., with multi-stage grate furnace incineration technology combined with power generation, with an exhaust gas treatment system that meets European standards. The project commenced on November 16, 2021, with a total investment of nearly 1.700 billion VND; a processing capacity of 600 tons of waste per day, a power generation turbine capacity of 12 MW, and a post-treatment landfill rate of under 7%. The plant was completed and began trial operation in January 2024, and is currently receiving and treating household waste from 33 out of 40 wards and communes in Hue City.

In addition to the field of waste treatment, Hue City also introduced the model of the Smart Urban Monitoring and Operations Center (IOC), including its operating mechanism and the integration and interconnection of data across multiple sectors such as field feedback, public security and order monitoring, traffic, environment, and public administrative services... Through this, it contributes to improving the effectiveness of state management and the quality of services for citizens and businesses.

The Ha Tinh provincial working delegation highly appreciated Hue City’s systematic and synchronized approach to household waste treatment and smart urban development, while also exchanging and clarifying many issues related to technology selection, investment models, financial resources, as well as difficulties and obstacles encountered during practical implementation.

Exchanging views at the working session, Vice Chairman of Hue City People’s Committee Tran Huu Thuy Giang affirmed that the city is ready to share experience, strengthen coordination, and exchange information with Ha Tinh Province to promote the implementation of household solid waste treatment models and smart urban development in a modern, sustainable manner suitable to the practical conditions of each locality. He also emphasized that investment in waste treatment projects and smart urban development needs to be implemented in a synchronized manner, with appropriate technology, ensuring long-term effectiveness, stable operation and environmental protection.

According to Vice Chairman Tran Huu Thuy Giang, solid waste treatment and smart urban development have always been identified by the city as key, long-term tasks, with a focus on harmonizing environmental protection requirements, investment efficiency, and the interests of the people.

Speaking at the working session, Chairman of Ha Tinh Provincial People’s Committee Phan Thien Dinh thanked leaders of Hue City for creating favorable conditions for the delegation to exchange and learn from experience, and highly appreciated Hue City’s systematic and effective approach to the management, investment, and operation of household waste treatment models and smart urban development.

Mr. Dinh also expressed his hope that in the coming time, the two localities will continue to strengthen information exchange and experience sharing, especially in technology selection, investment models, and management and operation, thereby contributing to improving the effectiveness of household waste treatment and promoting sustainable smart urban development in each locality.
