More than VND 18.6 trillion proposed for six PPP transport projects
Under the approved resolution, Hue City will seek investment through the PPP model for six major transport infrastructure projects with a combined estimated investment of approximately 18,646 trillion VND.
The projects include: A road connecting Area B of An Van Duong to Phu Vang Commune (1.8 trillion VND); The La Son - Vinh Ha - Giang Hai road, including Ha Trung Bridge (2.996 trillion VND), A road linking Ho Quy Ly Road to Provincial Road 2, including Phu Hau - Tien Non Bridge (1.5 trillion VND), The Quang Dien - Kim Tra connecting road (550 billion VND), Phase 1 of the western breakwater at Chan May Port (1.8 trillion VND), A road connecting the Chan May - Lang Co Economic Zone with the Cam Lo - Tuy Loan Expressway (approximately 10 trillion VND).
According to the proposal submitted by Hue City People's Committee, the project list provides a foundation for proactively selecting, attracting, and implementing feasible infrastructure projects while mobilizing private-sector investment against the backdrop of limited public investment resources.
All six projects are of priority transport infrastructure aimed at strengthening regional and urban connectivity, supporting industrial, tourism, and service-sector development, and expanding the city's development space.
Regarding the investment model, the city concluded that the projects are unlikely to generate sufficient direct revenue under a Build-Operate-Transfer (BOT) arrangement because they primarily serve the public interest and have alternative routes available. As a result, the preferred approach is to implement them through Build-Transfer (BT) contracts, with payment made through land allocations or the state budget in accordance with applicable regulations.
Preliminary calculations indicate that the land required for payment would range from around 10 hectares to more than 230 hectares, depending on the project. The road connecting the Chan May - Lang Co Economic Zone to the Cam Lo - Tuy Loan Expressway alone is expected to require approximately 220 - 230 hectares of land.

Presenting the appraisal report, Mr. Tran Gia Cong, Head of the People's Council's Economic and Budget Committee, said: "Given the city's current financial constraints, approving the list of transport infrastructure projects under the PPP model is an appropriate development strategy. It provides a basis for attracting investment, mobilizing capital resources, optimizing infrastructure planning, and creating new momentum for the city's economic growth".
Free textbooks for all students starting from the 2026 - 2027 school year
At the session, the People's Council also approved a resolution introducing a policy to provide free general education textbooks for students across Hue City starting from the 2026 - 2027 academic year.
Hue is among the first localities in Vietnam to implement the policy, introducing it three years ahead of the nationwide roadmap (from the 2029 - 2030 academic year), based on the city's financial capacity and central government policy.
The policy will benefit all students covered by Government Decree No. 271/2026/ND-CP who are enrolled at educational institutions within the city, regardless of whether they attend public or private schools.
Under the new policy, the State will fund the procurement of textbooks for school libraries. Students will borrow textbooks for an academic year or a semester and return them after use, instead of receiving cash support for textbook purchases.

To ensure efficient use of public resources, schools will be required to inventory and maximize the use of existing textbooks before making new purchases. They will also coordinate the transfer of books between school libraries whenever necessary to minimize waste. The purchase, distribution, and management of textbooks must be conducted transparently and in accordance with legal regulations.
The total cost for the implementation of the policy is expected to be approximately 52,8 billion VND, funded through the local budget, targeted central government support (if available), as well as lawful donations, grants, and other socialized funding sources.
“To ensure the policy both practical and effective, Hue City People's Committee should direct the Department of Education and Training to work closely with the Department of Finance and local authorities to accurately identify eligible beneficiaries while proactively mobilizing and balancing available funding sources. Expenditures should be allocated for the intended purposes, directly to eligible recipients, and limited to the forms of support specified under Government Decree No. 271/2026/ND-CP,” Deputy Head of the People's Council's Committee for Culture and Social Affairs Hoang Trong Buu recommended.
In his closing speech, Chairman of Hue City People's Council Pham Duc Tien emphasized that, for the policies to deliver practical benefits as soon as possible, Hue City People's Committee, departments, agencies, local authorities, and relevant organizations must promptly develop implementation plans and coordinate the execution of the newly adopted resolutions in a timely, lawful, and effective manner.
