“An Opportunity for the City to Shape New Growth Drivers” is the title of an article by Le Tho, developed from a conversation with Dr. of Science Ngo Viet Nam Son, an Architect, on the issue of planning adjustments more than a year after Hue officially became a centrally governed municipality. Sharing his perspectives on the mindset of development, regional connectivity, and long-term growth drivers for Hue as a heritage city, Dr. of Science Ngo Viet Nam Son noted that Hue has been less affected due to not undergoing administrative mergers. However, it has still experienced certain impacts, creating the need for planning adjustments guided by a new development mindset.
There are 4 key factors shaping Hue’s future development. First, following its official elevation to a centrally- governed municipality in 2025, Hue needs to adopt strategic directions that reflect its new status and greater responsibilities.
Second is the nationwide administrative merger, which restructured and reduced the number of provinces and cities from 63 to around 34. Since the city was not involved in any administrative merger, it can avoid the time-consuming process of reorganizing and integrating newly merged structures, allowing it to focus more quickly on its core development priorities.
Third, like other localities across the country, Hue is also required to streamline its administrative system through the consolidation of departments and agencies. These structural changes will directly influence the organization and implementation of development planning.
The fourth factor is the shift in the local governance model from a three-tier system to a two-tier structure. Meanwhile, the planning framework approved in 2023 was designed based on the previous three-tier model. Collectively, these four factors are expected to significantly reshape Hue’s development landscape, making planning revisions essential.
“Green Tourism Is Not Solely the Responsibility of Businesses” is the issue raised by Tu An in an article of the same title. Drawing from the recent decision by Hue City People’s Committee to introduce a set of Green Tourism Criteria, aimed at translating sustainable tourism goals into practice while promoting environmentally friendly development aligned with the national green growth strategy, the author offers a perspective that: For a locality like Hue, which has long identified tourism as a key driver of economic development, the issuance of a Green Tourism Criteria framework only now could be seen as somewhat overdue. However, arriving late also brings certain advantages. The practical experiences of localities that introduced similar frameworks earlier, such as Quang Nam (old), Danang, and Ho Chi Minh City, provide valuable lessons for Hue. One key takeaway is that green tourism is unlikely to succeed if the responsibility is solely the duty of businesses.
