Participants were briefed on the key contents and new points of the two important laws recently passed by the National Assembly. The conference aimed to improve awareness and professional skills among officials, civil servants, and public employees in implementing tasks associated with digital transformation requirements and ensuring information security in the new context.

The Law on Protection of State Secrets marks an important step in completing the legal framework amid the acceleration of national digital transformation. For the first time, the law codifies the concept of “electronic documents containing state secrets” and stipulates the operation of independent LAN systems to strengthen data security. The law also adds prohibited acts related to the misuse of artificial intelligence (AI) and new technologies to illegally collect and disseminate state secret data in cyberspace.

The law further tightens regulations on confidentiality markings, expands the authority to copy and reproduce classified documents to the commune level, and clearly defines responsibilities for protecting state secrets for individuals and heads of agencies and units, including after retirement or job transfers.

As for the Law on Digital Transformation, this is the first specialized framework law on digital transformation, passed by the National Assembly on December 11th, 2025, and set to take effect on July 1st, 2026. The law establishes a unified legal foundation to promote the development of digital government, the digital economy, and digital society.

The Law on Digital Transformation stipulates that the State will allocate at least 1% of the annual budget to national digital transformation. It also introduces special preferential policies for personnel specializing in digital transformation and cybersecurity starting from July 1st, 2026.
