Accompanying the delegation were Mr. Nguyen Khac Toan, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, and Chairman of the City People’s Committee; Mr. Pham Duc Tien, Standing Deputy Secretary of the City Party Committee and Chairman of the City People’s Council; Mr. Hoang Hai Minh, Member of the City Party Committee Standing Board and Standing Vice Chairman of the City People’s Committee; along with other members of the Standing Board of the City Party Committee, leaders of the People’s Council, People’s Committee, and representatives of relevant departments and agencies.
In A Luoi 4 commune, the inter-level school project is designed to serve 1.800 students, including 200 boarders, with a total investment of over 240 billion VND. At present, multiple components are being implemented simultaneously at the construction site, including the administrative block, primary school area, lower secondary school area, multi-purpose building, male and female dormitories, and auxiliary works. According to reports, the cumulative value of completed construction volume has reached 28% as of the end of this week, which is 12% behind schedule compared to the contract. Disbursement has reached 88 billion VND, equivalent to approximately 83% of the allocated central budget, and is expected to reach 100% of the allocated funds by April 2026.
According to the Management Board of Construction Investment Project for Area 2 (the investor), a commercial concrete batching plant is currently being installed in A Luoi 4 and is expected to become operational before April 20th to meet the demand for ready-mix concrete for the project. The investor will direct the main contractor to intensify overtime work, increase shifts, and mobilize additional labor to compensate for delays and ensure completion as planned. For the remaining workload over the next 3,5 months, approximately 70% of the total, the investor plans to mobilize an average workforce of at least 450 workers working in two shifts until project completion on July 30th, 2026.

The inter-level school project in A Luoi 3 commune is newly built to serve 1,085 students, including 160 boarders, with a total investment of over 178 billion VND. To date, construction of several key components is underway. According to Hue City Urban Development and Construction Investment Project Management Board (the investor), the cumulative implementation value has reached 34%. The total allocated capital to date is 72,4 billion VND, with disbursement reaching 62,6 billion VND, equivalent to about 86% of the allocated central budget.
Mr. Ha Xuan Hau, Director of Hue City Urban Development and Construction Investment Project Management Board, stated that construction progress remains on track. The board has worked directly with contractors to develop plans to increase manpower and equipment and to organize overtime and additional shifts to accelerate progress. Accordingly, both the investor and contractors have agreed to revise the construction schedule based on increased materials and workforce, ensuring a minimum of over 230 workers per day and organizing night shifts, with a commitment to complete the entire project before July 30th, 2026.
At the meeting, project investors also pointed out several difficulties, including limited sand reserves and annual extraction quotas in A Luoi and neighboring provinces, which are insufficient to meet construction demand. As a result, contractors must source materials from multiple suppliers, posing risks of delays.

Currently, rising input material prices and transportation costs have affected overall project progress. At the same time, multiple large-scale projects are being implemented simultaneously in A Luoi 1, 2, 3, 4, and 5 communes, leading to a surge in material demand, while local material mines remain limited, further constraining supply and slowing construction progress.
To ensure the project’s progress, Chairman Nguyen Khac Toan requested the Area 2 Project Management Board to urgently review and update detailed construction plans and schedules. He also instructed contractors to fully mobilize manpower, equipment, and materials; increase working shifts; and organize multiple construction fronts to accelerate progress, striving to complete and hand over the project for operation before July 30th, 2026.
As for the construction material supply, the Chairman assigned the Department of Construction to take the lead, in coordination with the Department of Agriculture and Environment and relevant project management boards, to review local material supply conditions and proactively work with enterprises to ensure prioritized supply for inter-level school projects in border areas.

At the inspection, Secretary of the City Party Committee Nguyen Dinh Trung commended the efforts of contractors and investors in maintaining progress at the inter-level schools in A Luoi 3 and A Luoi 4 communes. He requested investors to direct contractors to mobilize additional manpower and machinery, intensify overtime work and shifts to compensate for delays. With an upcoming long public holiday, he urged investors to remain closely engaged at construction sites and develop appropriate labor allocation plans to ensure overall progress. In cases of labor shortages, contractors may request support from local authorities. For areas where site clearance has been completed, contractors are required to implement rolling construction to maintain overall progress.
The City Party Secretary also assigned the City People’s Committee and relevant departments to focus on fully resolving outstanding issues related to construction materials. At the same time, he required investors and contractors to ensure construction quality, technical standards, aesthetics, labor safety, environmental sanitation, and full compliance with current legal regulations.
Hue City is one of 22 localities nationwide with land border communes that have launched and are implementing the construction of five school projects for the five border communes of A Luoi 1, A Luoi 2, A Luoi 3, A Luoi 4, and A Luoi 5.
