The contest is organized to widely implement the Party and State’s policies on national digital transformation, while spreading the spirit of the “Digital Literacy for All” movement with the goal of ensuring that no one is left behind in the digital transformation process. Through the contest, Hue aims for 100% of officials, civil servants, public employees, and workers, and 80% of citizens to be equipped with knowledge and skills in using online public services on Hue-S platform and the National Public Service Portal.
The contest contributes to raising awareness and digital skills within the community; helping officials, civil servants, public employees, students, businesses, and citizens better understand the role and benefits of online public services in handling administrative procedures; and promoting the effective use of Hue-S platform and digital services as a unified digital interaction channel between the government and the public.
In addition, the contest aims to equip citizens with basic knowledge and skills to proactively use high-level online public services, gradually shifting habits from in-person administrative procedures to a digital environment; enabling them to actively submit applications, make online payments, and track the progress of administrative procedures.
Eligible participants are citizens with a Hue-S account or a VNeID electronic identification account. Contestants will take part in an online multiple-choice test on Hue-S application via internet-connected mobile devices, answering 15 questions and predicting the number of participants who correctly answer all questions in each round.
The contest content focuses on key knowledge areas, including policies related to online public services; skills for using the National Public Service Portal and the Hue-S platform; account security, online payment skills, and other essential digital competencies.
The contest will take place over four weeks, from April 6th to May 3rd, 2026, divided into four weekly rounds. Each participant may take part once per week. A total of 41 prizes will be awarded, including 9 individual prizes per week and 5 collective prizes.

Speaking at the launch ceremony, Vice Chairman Nguyen Van Manh emphasized that the contest is a practical activity to implement Plan No. 02-KH/BCĐ dated January 10th, 2026 of the city’s Steering Committee on science and technology development, innovation, and digital transformation, in line with Resolution No. 57-NQ/TW dated December 22nd, 2024 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation in Hue in 2026. Through the contest, the city continues to promote administrative reform, improve service quality with citizens’ satisfaction as the central focus, and contribute to building digital government, smart urban systems, and enhancing the effectiveness of state management. At the same time, it seeks to create a vibrant emulation movement, spreading digital transformation across the locality and improving the city’s digital transformation index ranking.
Vice Chairman Manh called on departments, agencies, and localities to actively disseminate and widely implement the contest, ensuring that 100% of Party members, officials, civil servants, and public employees participate and achieve high results; while promoting their exemplary role in guiding and supporting citizens in accessing and effectively using online public services. He also urged the business community and all citizens to actively respond and participate in the contest, thereby contributing to the widespread promotion of digital transformation across society.
