Removing bottlenecks

The field inspection shows that site clearance at the intersection of Provincial Road 12B and the North - South Expressway expansion project (Cam Lo - La Son section), the U-turn point for overloaded vehicles at Tuan Bridge, and several frontage roads in Kim Long Ward are being implemented through coordination among investors, contractors, relevant departments, sectors, and local authorities. However, difficulties and obstacles still remain, particularly regarding the electrical power system, as well as tombs and graves of local residents, which need to be resolved to ensure the progress.

For the North - South Expressway expansion project (Cam Lo - La Son, and La Son - Hoa Lien sections), contractors are focusing on speeding up construction. In areas where the site has already been cleared, construction is being carried out in a rolling manner, beginning construction immediately after ground leveling so as to shorten the implementation time.

In 2025, typhoons and floods washed away the abutment of Le No Bridge (Khe Tre Commune), causing erosion and altering the water flow. Currently, units are reinforcing and repairing the structure to serve the commuting needs of residents. Additionally, a significant accumulation of sand and gravel in the Le No stream has reduced flood drainage capacity, and increasing the risk of flooding if not being dredged and cleared promptly.

Regarding the VSIP Hue Industrial Park project, the investor has coordinated with Hue City Management Board of Investment and Construction Project Area 3, the People’s Committees of Hung Loc and Loc An Communes, and relevant units to hand over boundary markers on site. According to the plan, site clearance for the project will be conducted in two phases, with a total area of more than 467 hectares. The current priority is to complete the progress planning and the forest land conversion procedure to launch the project soon.

Synchronous and effective implementation

After conducting the field inspection, Mr. Nguyen Khac Toan acknowledged the efforts of units and localities in accelerating site clearance and racing against time to implement the project's components in line with the plan.

The Chairman of the City People’s Committee requested the localities to continue stepping up communication and encourage residents to comply with policies; fully and promptly implement compensation and support mechanisms, resolve outstanding issues, ensure legitimate rights of residents and build public consensus. At the same time, relevant units must urgently complete inventories, coordinate with residents in relocating graves; organize construction scientifically, and ensure both progress and quality.

Regarding the repair work on Le No Bridge, the Chairman of the City People’s Committee requested faster repair progress, combined with dredging and clearing of the water flow to ensure flood drainage capacity, structural safety, and traffic safety during the rainy season.

In the management of economic and industrial zones and project implementation, he required the Management Board of Economic and Industrial Zones, along with relevant departments and agencies, to urgently complete procedures related to investment, environment, and fire prevention and fighting; closely monitor progress and proactively coordinate on compensation and site clearance to facilitate early project commencement.

Investment must be focused and aligned with the development of indigenous cultural experiential tours and tourism routes, effectively leveraging resources and creating sustainable livelihoods for the people.

Concluding the inspection, he requested departments, sectors, and localities to enhance responsibility, strengthen coordination, closely follow project schedules, and promptly resolve difficulties and bottlenecks, ensuring that the projects and works are implemented in a synchronized and effective manner, thereby contributing to creating a driving force for the city’s socio-economic development in the coming time.
