Solid foundation in operations and management

From the development of telecommunications infrastructure and the establishment of shared digital platforms to the rollout of smart city services, Hue is steadily shaping a digital government ecosystem, fostering a transparent, convenient, and efficient working environment. In the process of building a digital government, the city identifies digital infrastructure as a foundational element.

To date, 100% of villages and hamlets have been covered by both mobile and fixed broadband; mobile broadband subscriptions have reached 87% of the population. 5G technology is also being actively deployed, with coverage of around 60%, opening up numerous opportunities for new technology applications in urban management, commerce, and services. A dedicated data transmission network has been connected to 100% of state agencies. Document management and administration systems, along with digital signatures, have been uniformly implemented across all administrative bodies from the city to commune levels.

In parallel with infrastructure, a range of shared digital platforms has been brought into operation, creating an ecosystem for governance and administration. Prominent among them are the city-level data integration and sharing platform (LGSP), a comprehensive governance platform, an online conferencing platform, and a virtual assistant platform for residents and businesses.

Among these, the digital reporting platform has proven effective by integrating and analyzing data from multiple sectors to build a visual reporting system for governance and administration. To date, it has developed over 20 reporting categories and more than 50 dashboards, along with various visualizations, enabling leaders at all levels to quickly grasp socio-economic conditions and make timely decisions.

According to the leaders of the Department of Science and Technology, the rollout of digital platforms has fundamentally reshaped the way state agencies work. Replacing manual processing, numerous administrative procedures have been digitized, contributing to time savings, reduced paperwork, and greater transparency in public service operations.

The digital workplace platform is increasingly serving as an electronic working environment for officials, civil servants, and public employees in the area. It integrates over 20 digital processes such as task management, document handling, work calendars, paperless meetings, on-site feedback reception, and public service processing.

At the Department of Science and Technology, the digital workplace platform has been consistently rolled out, helping officials efficiently monitor and handle tasks, while integrating with Zalo OA accounts and the Hue-S application to enhance interaction with residents.

Enhancing access to digital services

One of the highlights of digital transformation in Hue is making digital services more accessible to residents. Alongside the VNeID application, the Hue-S smart city platform is also widely used within the community.

According to Mr. Vo Quang Phuc from Vy Da Ward, the use of digital applications significantly reduces the time required for administrative procedures. Residents can simply use the VNeID or Hue-S apps to submit information and monitor processing results directly.

In step with global digital transformation trends, the city is prioritizing the development of a digital society and digital citizenship through the widespread promotion of digital skills. At present, all communes and wards have set up community digital technology teams. Training and capacity-building programs on digital skills are being broadly rolled out with the involvement of multiple agencies and organizations.

In a bid to optimize essential services, the city continues to review and improve interfaces and user processes for low-usage services, such as environmental sanitation services, to enhance usability and attract users. It is also upgrading online content monitoring by applying more advanced algorithms and technologies to strengthen the filtering and removal of spam and advertisements, enabling the system to focus on valuable, locally relevant content. Concurrently, the city is researching and piloting new AI camera solutions, particularly for flexible monitoring of sidewalk order and the sidewalk economy, ensuring public order while supporting residents’ livelihoods.

According to Deputy Director Nguyen Kim Tung of the Department of Science and Technology, the overarching goal of digital transformation goes beyond technology adoption to building a service-oriented administration and a transparent government, with work performance measured by specific quantitative metrics. The digitization of public administration also facilitates faster and more convenient access to public services for residents and businesses.
