Striving to complete the entire campaign by January 15th, 2026
After more than a month since its launch, as of December 30th, provinces and cities nationwide have completed repairs to 34.759 houses, reaching 100% of the set target. At the same time, construction has commenced on 1.597 new houses, also achieving 100%; of these, 671 houses have been completed, equivalent to 42%, while the remaining houses under construction are scheduled for completion in January 2026.
In Hue, on December 6th, 2025, Hue City People’s Committee held the launch ceremony for the “Quang Trung Campaign”, a rapid initiative to build and repair houses for families whose homes were damaged by natural disasters across the city. To date, all 40 houses requiring repairs have been fully repaired, achieving 100% of the plan.
For collapsed houses, destroyed, or swept away by floods and therefore required complete reconstruction, five houses were identified. To date, two of the five houses have been completed, reaching 40% of the plan, an increase of two houses compared to the previous week. Three houses have been started but not yet completed; among them, one house is expected to be completed before January 1st, 2026, and two houses before January 15th, 2026.
In addition, in implementing the Prime Minister’s official dispatch to remedy infrastructure damage, restore production and business activities, and stabilize people’s livelihoods after storms and floods, following a review, Hue City People’s Committee has reported to the Ministry of Finance and the Ministry of Agriculture and Environment to propose support from the central budget for urgent handling of essential items, with total funding exceeding 707 billion VND.
In the future, the City People’s Committee will continue to direct the mobilization of forces from the entire political system to focus resolutely on construction, ensuring that projects are built in a sustainable, economical, effective manner and on schedule. It will also instruct commune-level People’s Committees to resolve land and construction procedures for residents, following the principle of “working day and night, removing obstacles wherever they arise”. Administrative procedures must absolutely not be allowed to delay construction progress for the people. At the same time, the city will continue to mobilize support from businesses and benefactors to contribute resources to assist residents in building houses.
Hue City commits to completing the campaign in strict accordance with the schedule assigned by the Prime Minister (before January 15th, 2026).
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized that after just one month since its launch, the “Quang Trung Campaign” has essentially completed Phase 1, basically achieving 100% of home repairs for residents; 100% of houses requiring new construction have been started, with 42% completed, and all are committed to completion before January 25th, 2026. The Prime Minister highly commended and praised the Ministry of National Defence, the Ministry of Public Security, the Vietnam Fatherland Front, ministries, sectors, socio-political organizations, businesses, and especially the party committees and authorities of the eight provinces and cities in the Central region for their proactive engagement, with the highest sense of responsibility, enabling the “Quang Trung Campaign” to achieve its initial objectives.
As the implementation of the “Quang Trung Campaign” has encountered no significant difficulties or obstacles, and with the spirit of “pressing forward with momentum”, the Prime Minister called on provinces and cities to mobilize all resources and the entire political system, including the Vietnam Fatherland Front, socio-political organizations, businesses, and the people, particularly the police, military, militia and self-defense forces, and youth unions to join efforts and strive to complete the entire “Quang Trung Campaign” by January 15th, 2026, thereby, achieving results in celebration of the 14th National Congress of the Communist Party of Vietnam (to be held from January 19th - 25th, 2026).
The Prime Minister declared that alongside advancing the “Quang Trung Campaign”, local party committees and authorities should continue to review and support residents facing difficulties in daily life, such as shortages of basic household items; provide support for purchasing seedlings, livestock breeds, and agricultural inputs to help people restock herds and restore cultivation and aquaculture… restore production; ensure environmental sanitation; and repair and restore the operations of schools and health stations. Localities should proactively resolve matters within their authority; should issues exceed their authority, they must report to the Government and the Prime Minister for resolution.
Emphasizing that support for residents should primarily be provided in financial form, ensuring openness, transparency, and the prevention of waste and negative practices, Prime Minister Pham Minh Chinh also noted that media agencies should continue to provide information that encourages and motivates, disseminates effective and exemplary practices, and reflects the people’s positive spirit, thereby creating momentum and inspiration for the entire nation to be ready to effectively implement the Resolution of the 14th Party Congress.

After 25 days since the launch of the campaign, on the morning of December 30th, the City People’s Committee held a ceremony to inaugurate and hand over a house from the “Quang Trung Campaign” to Mr. Nguyen Van Duc’s family, Dong Xuân Hamlet, Loc An Commune. Attending the ceremony were Standing Member of the City Party Committee and Vice Chairman of the City People’s Committee Hoang Hai Minh, along with representatives of relevant departments, agencies, and local authorities.
To date, the city has completed repairs to all 40 houses and completed the construction of two new houses in Loc An Commune; the remaining three houses in Khe Tre Commune have reached over 85% of the workload and are being intensively constructed by all forces, striving for completion before January 15th, 2026, in full compliance with the schedule directed by the Prime Minister.

At the ceremony, Vice Chairman of the City People’s Committee Hoang Hai Minh extended his congratulations to the families receiving their houses in this phase, wishing them peace of mind in settling down, stability in their lives, and a joyful and warm new spring season in their own homes.
The Vice Chairman also praised, acknowledged, and expressed gratitude for the efforts of the forces, units, officials, and personnel who directly participated in implementing the campaign, contributing to the early completion and handover of solid houses that meet quality and technical standards for the people.
At the same time, he expressed his deep appreciation to businesses and benefactors who showed care and joined hands in providing resources to help families affected by natural disasters and floods rebuild their homes. The timely and compassionate support from organizations and individuals, he noted, are the “pink bricks” that help build trust and ignite hope for people during the most difficult times.
