Attending the conference were Central Party Committee member and Deputy Prime Minister Le Thanh Long; Central Party Committee member and Minister of Health Dao Hong Lan; leaders of central ministries and agencies; current and former leaders of the Ministry of Health; and leaders of centrally governed provinces and cities. At the Hue City site, the participants included Ms. Nguyen Thi Suu, Deputy Head (full-time) of the City’s National Assembly Delegation; Assoc. Prof. Dr. Tran Kiem Hao, City Party member and Director of Hue City Department of Health; along with representatives of local health units.
Speaking at the conference, Minister of Health Dao Hong Lan emphasized that the 2021 - 2025 period unfolded amid rapid, complex, and unpredictable global and regional developments. The COVID-19 pandemic left severe and prolonged impacts, while geopolitical conflicts, climate change, natural disasters, and emerging diseases continued to exert wide-ranging effects on socio-economic life, including the health sector.
Domestically, alongside the core task of preventing and effectively controlling COVID-19, the health system faced numerous post-pandemic challenges such as shortages of medicines and medical equipment, legal bottlenecks, the departure of a portion of medical staff, a double disease burden, rapid population aging, and increasingly high and diverse healthcare demands. In addition, deeper international integration and rapid digital transformation posed major challenges to the sector in terms of institutions, resources, and implementation capacity.

However, under the leadership and attention of the Party and the State; the resolute and close direction of the Government, the Prime Minister, and Deputy Prime Ministers; the close coordination of ministries, sectors, and localities; and especially the headstrong dedication of healthcare workers nationwide, the health sector gradually stabilized and achieved many important results. Numerous key tasks were implemented in a synchronized and effective manner, contributing positively to national socio-economic recovery and development in 2025 and throughout the 2021 - 2025 term.
The conference also provided an opportunity for the entire health sector to reflect on a challenging yet proud five-year journey, draw valuable lessons learned, and establish a solid foundation for implementing strategic tasks in the coming period.
According to Minister Dao Hong Lan, the 2026 - 2030 term opens a new vision with high expectations for national development in general and the health sector in particular. As the entire political system enters a new era of development, the health sector must continue to renew its mindset, act decisively, proactively break through constraints, address shortcomings, and reaffirm its pivotal role in protecting, caring for, and improving public health.
The health sector strives to build a modern, equitable, efficient, sustainable, and internationally integrated health system; place people at the center; and ensure that all citizens have access to quality healthcare services — thereby improving quality of life and contributing to the country’s sustainable development in the new period.
