| An overview of the meeting |
The Scientific Council was established under Decision No. 4585/QD-BVHTTDL dated December 4, 2025. The Council consists of 19 members and a Secretariat, bringing together managers, scientists, and leading experts in the fields of cultural heritage, planning, architecture, construction, finance, and tourism.
The Complex of Hue Monuments is a large-scale heritage complex comprising the Imperial City, the Imperial Citadel, the system of royal mausoleums, temples, and shrines, etc., fully reflecting the stature of a feudal monarchical capital at its peak. It was Vietnam's first World Heritage Site, inscribed by UNESCO in 1993. Building upon previously approved plans implemented from 1996 to 2020, and in response to new requirements for preservation and the orientation towards developing Hue into a centrally-governed municipality founded on culture and heritage, the city has proactively researched and developed a new plan better suited to the current context.
During the appraisal session, after hearing the presentation from the consulting unit and subsequent critical comments and discussions, the majority of the Council members highly evaluated the planning dossier for its meticulous and methodical approach, which aligns with international standards. At the same time, it emphasized the necessity of expanding the buffer zone and strengthening the overall connectivity between monuments, landscapes, and the original feng shui elements of Hue Ancient Capital. The Council unanimously requested the consulting unit and the project owner to fully incorporate the feedback to finalize the dossier for submission to the Prime Minister for consideration and approval in accordance with regulations.
