City leaders presenting certificates of merit to collectives and individuals with outstanding achievements in implementing the project “Developing harmonious, stable, and progressive labor relations” for the 2022 - 2025 period

During the 2022-2025 period, the project brought about clear improvements in the development of labor relations across the locality. State management of labor was gradually enhanced, while the role of trade unions, along with mechanisms for dialogue and collective bargaining, became increasingly effective, helping to limit disputes and stabilize production and workers’ livelihoods.

Specifically, functional agencies organized eight conferences to disseminate labor laws, attracting nearly 1.500 participants, and six policy dialogue programs on wages, social insurance, and housing rent for workers, with more than 1.400 attendances. Trade unions at all levels organized 59 training courses on labor law, occupational safety and hygiene, and grassroots democracy regulations, drawing over 5.000 union members and workers.

The implementation of workplace democracy recorded many positive changes. Citywide, 240 out of 289 eligible enterprises organized workers’ conferences, reaching 81.2 percent; 221 out of 303 grassroots trade unions in enterprises signed collective labor agreements, accounting for 73 percent. During this period, 485 enterprises developed and implemented collective labor agreements, many of which included provisions more favorable to workers, such as increased meal allowances, reduced working hours, and additional days off.

Inspection and supervision were strengthened, contributing to improved compliance with labor laws. Functional agencies inspected more than 100 enterprises; the City Social Insurance agency inspected 184 units, recommending the recovery and collection of unpaid insurance contributions totaling over 18 billion VND, while also imposing administrative penalties on numerous violations.

Speaking at the conference, Vice Chairman of the City People’s Committee Tran Huu Thuy Giang acknowledged and highly appreciated the efforts of departments, agencies, local authorities, enterprises, and trade unions in implementing the project.

He emphasized that in the coming period, the city will continue to intensify communication and dissemination of labor laws; strengthen inter-sectoral coordination and the tripartite mechanism; improve the quality of dialogue and collective bargaining, in conjunction with inspection, supervision, and strict handling of labor law violations. These efforts aim to build harmonious, stable, and progressive labor relations in service of the city’s sustainable socio-economic development.
