The recent natural disasters and flooding in the Central region have caused extensive damage. More than 1,635 houses must be rebuilt, over 39,461 ones require repairs, and many medical and educational facilities must also be restored. In response, the Party, the State, the Government, and the Prime Minister have issued firm and timely directives to ensure that people’s lives are restored as swiftly as possible.

Reporting to the Prime Minister, Chairman of Hue City People’s Committee Nguyen Khac Toan said that in Hue, storms and floods caused five houses to collapse completely, requiring reconstruction, and 40 houses to sustain damage requiring repairs. In addition, 89 households in Khe Tre Commune must be urgently relocated due to landslides or high landslide risk.

Following the Prime Minister’s directive, the City People’s Committee issued an implementation plan for the “Quang Trung Campaign”. Accordingly, the Department of Construction has completed and released three housing designs aligned with local customs and cultural traditions for residents to choose, ensuring compliance with the “three solid” criteria (solid foundation, solid frame, solid roof).

On December 6, Hue City People’s Committee organized the launching ceremony of the Quang Trung Campaign to rapidly rebuild and repair homes for families affected by recent natural disasters.

Regarding the five collapsed houses requiring new construction: all have now begun constructing and are currently in the foundation-building phase, scheduled for completion before January 20, 2026. Of these, two households are rebuilding on their original land, while three other households - whose land, houses, and assets were completely swept away - are building in new locations within a resettlement area with completed technical infrastructure and more favorable conditions. All households have agreed to the relocation.

Regarding the 40 damaged houses: 31 out of 40 have been repaired (77.5%). An additional five houses will be repaired this week (bringing progress to 90%), and the remaining four will be repaired next week, with 100% completion expected by December 27, 2025.

Chairman Nguyen Khac Toan affirmed that the city will continue mobilizing military forces, police, youth groups, women’s unions, veterans, agencies, organizations, businesses, and the entire political system to focus on rapid, efficient, cost-effective construction that ensures durability and timely completion.

At the same time, commune-level People’s Committees are to expedite all land and construction procedures for residents, working all day and night, and resolving any obstacles immediately. Administrative processes must not be allowed to delay the construction of houses for the people. The city will also continue mobilizing support from businesses and benefactors to contribute resources to help families rebuild.

The campaign must achieve a resounding victory

After hearing reports from localities and relevant units, Prime Minister Pham Minh Chinh praised the efforts of Party committees and local authorities who, with the motto “all for the people,” have worked to overcome the consequences of natural disasters, swiftly rebuild and repair houses, and promptly stabilize people’s lives. Beyond the actions of local governments, the Prime Minister commended the military and police forces for standing shoulder to shoulder in responding to the campaign launched by the Government to rapidly rebuild and repair homes for households affected by the storms and floods.

The Prime Minister emphasized that field inspections clearly show the need for swift, breakthrough action to rebuild houses for the people as quickly as possible. He urged localities to continue implementing the Quang Trung Campaign with resolve and heartfelt commitment, completing the repair of over 39,000 houses and the construction of more than 1,600 new houses on schedule so that families can celebrate the Lunar New Year in safety.

“Although the Quang Trung Campaign does not involve the sound of gunfire, it must still secure victory - a decisive, resounding victory that brings joy and happiness to the people, especially those who have lost their houses, or whose houses were damaged during the historic storms and floods,” the Prime Minister said.

In the coming period, localities must continue reviewing and mobilizing additional forces under the principle: “Everyone should help with whatever they can, whether it's their labor or their resources; those with more give more, those with less give less; those who are nearby help immediately.”

The Prime Minister instructed the Ministry of Agriculture and Environment to provide prompt updates, and the Ministry of Finance to consider financial arrangements, noting that this is an unforeseen and urgent matter.

The Prime Minister requested ministries, sectors, and localities to dedicate their time, assign leaders to monitor the situation closely, and provide strong guidance and supervision. He called on Vietnam Fatherland Front, socio-political organizations - especially the Youth Union - to launch movements supporting the construction and repair of houses, and urged the press to actively report, encourage, and share exemplary models in implementing the Quang Trung Campaign.

He directed all units to work rapidly - “faster, and even faster” - to complete the construction of new homes for households who lost theirs before January 31, 2026, and to complete the repair of damaged houses before December 31, 2025. Any difficulties or obstacles must be reported immediately so that the Government and the Prime Minister can provide timely solutions.
