In attendance were Mr. Nguyen Dinh Trung, Member of the Party Central Committee and Secretary of Party Committee of the City; and members of the Standing Committee: Mr. Hoang Hai Minh, Vice Chairman of People’s Committee of the City; and Ms. Nguyen Thi Ai Van, Permanent Vice Chairwoman of the Vietnam Fatherland Front Committee of the City.

In Hue City, five houses collapsed completely and nine others were damaged during flooding. In Khe Tre Commune alone, three houses collapsed entirely and seven others were damaged, which require repairs. In addition, 91 households are at risk of landslides and must be urgently relocated, as landslides have reached the foundations of their homes and agricultural land.

To address the consequences of natural disasters, the Prime Minister launched “Quang Trung Campaign” with the spirit of: “Speed – Boldness – Effectiveness,” racing against time to provide safe, stable homes for people during the stormy season, ensuring that families can celebrate a warm, united Lunar New Year in new houses.

Speaking at the groundbreaking ceremony, Mr. Hoang Hai Minh, Vice Chairman of People’s Committee of the City, stressed that implementing the Prime Minister’s directive is a central and urgent political task for Party Committee of the City, People’s Council of the City, People’s Committee of the City, and Vietnam Fatherland Front of the City. He noted: “We are not only building houses of brick and cement; we are rebuilding trust, kindling hope, and affirming the spirit that ‘No one is left behind.’”

To ensure the success of “Quang Trung Campaign” in which homes for the families severely affected by natural disasters are rapidly rebuilt and repaired, Vice Chairman Hoang Hai Minh requested that the Department of Construction provide suitable housing designs aligned with local customs and cultural traditions so residents can choose the most appropriate model. Houses built under the campaign must meet the “three solid” criteria (solid foundation, solid frame, solid roof) and serve as the safest shelter during future natural disasters.

Khe Tre Commune authorities will expedite all land and construction procedures for residents, working around the clock and resolving any obstacles immediately. It is imperative that administrative procedures should not delay the construction progress.

The City Military Command, City Police, Khe Tre Commune authorities, and various agencies and organizations will mobilize military forces, police, youth groups, women’s unions, veterans, and the entire political system to focus on the construction, ensuring durability, cost-effectiveness, efficiency, and timely completion.

Vice Chairman Hoang Hai Minh added: “In addition to the city’s support, we hope businesses and benefactors will continue contributing resources to help build houses for the people. Your support is like the red bricks that strengthen the bond between the military and the people, and the enduring spirit of national unity.”

The families receiving support this time are those who lost all their land, houses, and assets due to flooding. He encouraged residents to coordinate with local authorities and construction units to complete the construction of new homes as soon as possible. “With stable housing, livelihoods will improve. I believe the new homes will motivate such families to rebuild their lives and move toward greater prosperity.”

After the groundbreaking ceremony, Secretary Nguyen Dinh Trung and the working delegation inspected several severely eroded and damaged sites in Khe Tre Commune.

He directed People’s Committee of the City, Department of Construction, Department of Agriculture and Environment, and related units to urgently coordinate with commune authorities to assess landslide-prone areas, damaged structures, and changes in stream currents in order to develop optimal solutions and quickly restore normal life for residents.

In the immediate term, resources must be allocated to reinforce Leno Bridge and Da Phu Bridge (both severely eroded, causing traffic disruptions) to provide safe passage for residents in Khe Tre Commune. In the long term, appropriate funding is needed for permanent repairs to serve the transportation needs of the people.

At the same time, People’s Committee of the City launched “Quang Trung Campaign” in Loc An Commune to rebuild and repair homes which collapsed or were damaged by natural disasters. Attendees included Mr. Dang Ngoc Tran, Head of the City Party Committee’s Internal Affairs Commission, and Mr. Tran Huu Thuy Giang, Vice Chairman of People’s Committee of the City.

In this phase, in Loc An Commune, besides the construction of new houses for two families, the house of another family in the area will also be repaired.

Speaking at the ceremony, Mr. Tran Huu Thuy Giang, Vice Chairman of People’s Committee of the City emphasized three core factors necessary for the success of “Quang Trung Campaign” to urgently rebuild and repair homes for the families affected by recent natural disasters. These include the spirit of rapid implementation – working day and night, focusing on key priorities, and resolving obstacles immediately wherever they arise. Administrative procedures must never be allowed to slow down the construction progress for the people.

Regarding construction quality, he stressed: “The construction should be fast, but must be remain solid.” Hue City is frequently affected by natural disasters, storms, and annual flooding. Therefore, all houses built under this campaign must meet the “three solid” standards and must serve as the safest shelter for residents during extreme weather conditions. Regarding transparency, the process of reviewing and selecting beneficiaries must be open, transparent, and aligned with the real needs of the right individuals. Absolutely no misconduct or exploitation of this humanitarian policy will be tolerated.

The city leaders also called on relevant agencies, construction units, and Loc An Commune authorities to mobilize all available resources under the principle: “Those who have labor contribute labor; those who have funds contribute funds; those with little give a little; those with more give more; everyone helps wherever they are.” They must work decisively and concentrate efforts to ensure the construction is durable, economical, effective, and completed on schedule. “Your support is like the red bricks that build the bond between the military and the people, and the deep spirit of national solidarity.”

 Military forces assisting residents in rebuilding homes and conducting civil affairs

On this occasion, the City Military Command deployed troops to participate in “Quang Trung Campaign,” combining the effort to urgently rebuild and repair homes for the families affected by natural disasters with field deployment and civil affairs in the local area.

According to the plan, from December 6th – 31st, 2025, 70 officers and soldiers from the City Military Command will carry out the campaign, rapidly assisting residents in rebuilding and repairing homes damaged during the historic flooding. They will also help local authorities construct and repair several public welfare facilities and community structures in Khe Tre Commune, while performing various tasks and civil affairs as part of their field deployment.

Through these efforts, the armed forces could demonstrate their important role in helping residents overcome the consequences of natural disasters, strengthening the unity between the military and the people, and promoting the noble qualities of “Uncle Ho’s Soldiers” in the new era.
